Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice and FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. M62974-06-T-8006 is issued as a Request For Quotation (RFQ). Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word ?offer? or a derivative of that word appears, it is changed to ?quote? or a derivative of the word. Where the word ?proposal? or a derivative of that word appears, it is changed to ?quote? or a derivative of that word. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. This solicitation is 100% set aside for small business. The North American Industry Classification System Code (NAICS) is 336321 and the size standard is 500 Employees. The Defense Priorities and Allocations System rating for this requirement is DO-C9E. CLIN 0001: Light bar (Qty: 6). Law enforcement model, low profile configuration light bar 2 ? inch tall, 12.25 inch wide 58 inches long, using 12 Optic style or LC-LED flashing modules in red and blue configured meeting SAE standards for law enforcement vehicles. Light bar will have Blue Red caps. When turned on lights will be visible 360 degrees. Each module is to draw no more than .5 AMP each. Light bar is to be equipped with four front facing 35-watt take down lights and one 35-watt alley light on each end. Each light bar will come with a complete mounting kit and all necessary adopters and wiring harnesses to mount light bars to 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickups. CLIN 0002: Exterior light (Qty: 24). Law enforcement model, 5" x 3.25" x 1" duel stacked LED lights in red and blue configured to meet SAE and Arizona Title for law enforcement vehicles. Must be waterproof and black in color. Must be designed to mount on outside of vehicle above back window. Should have a synchronized flash ability with three modes of flash in addition to a steady burn mode. Two will go low on the front and two will mount on the rear of 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickups. CLIN 0003: Speaker (Qty: 6). Behind the grill model speaker with mounting bracket, hardware and wiring for behind the grill mounting on 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickups. Must be rugged and waterproof. Must be compliant with SAE J1849. When paired with Map Light (line item 5) must provide 100 watts output and produce 120 dB at three feet. Must be compatible with Map Light (line item 005), PA and Siren light controller (line item 006). CLIN 0004: Control Console (Qty: 6). Console is of metal design and angle towards the driver at a 25-degree angle with a length of 10 inches. Face Plate for lights and siren centered in the console. Console will come with all hardware required to mount the console. In addition, each console will be capable of having added on to them a Map light and two external cup holders attached onto the end of the 10-inch Consol. This design is to fit 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickups with split bench front seat. This item must be compatible with Map Light (line item 005), PA and Siren light controller (line item 006). CLIN 0005: Map Light (Qty: 6). Map light with red filter and two 12V outlets. Must be compatible in design, color and finish with Co ntrol Console (line item 004) and of metal design with a light arm 18 inches in length. Map light must come with all hardware and wiring to mount complete map light unit to console. CLIN 0006: Siren light controller (Qty: 6). Must be compatible with Light Bar (line item 001), Exterior Light (line item 002), Speaker (line item 003), and fit in Control Console (line item 004). Must be able to provide minimum of 100-watt output with a minimum of 80 AMP?s. Must have six on / off switches, a four level slide switch, and five-position rotary switch for controlling the lights, siren, and PA. Park deactivation of siren feature, separate pushbuttons for air horn, PA feature with microphone, and an instant on feature, are required. CLIN 0007: Dual cup holder (Qty: 6). Dual cup holder must be compatible in design, color and finish with Control Console (line item 004). Cup holders are to attach onto the end of the 10-inch Console. Dual Cup Holder must come with all hardware to mount unit to Control Console. CLIN 0008: Power Distribution Center (Qty: 6). Power Distribution Center must be compatible with Light bar (line item 001), Exterior light (line item 002), Speaker (line item 003), Control Console (line item 004), Map Light ((line item 005), Siren light controller (line item 006), Duel weapon lock (line item 009), and Strobe kit (line item 010) for installation in a 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickup. Must come with a minimum of with 23 fused circuits: 18-20 amp, four 15 amp and one 10 amp fused to an electronic timer. Must be compact in size. Must be able to accept both battery and ignition power. CLIN 0009: Dual weapon lock (Qty: 6). Dual weapon lock will secure two weapons in a muzzle up position in a 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickup. It will provide easy assess and have locks that are activated by a remote electric switch. Locks will also have a key lock override. One lock must be ad justable to fit the different lengths of the M16/Ar15 family of weapons with a loaded magazine (30 Round Magazine) inserted in the weapon. One lock must be capable of securing the Benelli Model 1014 shotgun. Locks must be attached to a mount that protects the trigger area from tamper. Locking device will not cover the carrying handle area of the M16 rifle. Locking switch will have a 10-second timer and be activated by a push button switch. CLIN 0010: Strobe kit (Qty: 6). Strobe kit with 90W, 6-outlet power supply. Power supply is to offer four flash patterns. Kit is also to include four clear strobe hide-a-way inserts with four cable sections for installation. This kit is to be compatible and installed in the head lights in a 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickup. CLIN 0011: 90-Degree bracket for LED lights (Qty: 12). 90-Degree metal bracket designed for mounting Exterior LED lights (line item 002) to a 2006 Chevrolet 2500 Heavy Duty Extended Cab with Enhanced Mobility Package 4X4 Off Road pickup. Must fit Exterior LED lights (line item 002) in such a fashion that it will allow mounting at a 90-degree angle on outside of vehicle above back window. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote represents the best value to the government considering Technical and Price. The following clauses and provision(s) apply to this acquisition. FAR 52.249-8, Default (Fixed-Price Supply & Service); FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items with the following applicable clauses for Para (b): (5) (i) FAR 52.219-6 Notice of Total Small Business Set-Aside (JUNE 2003), (14) FAR 52.222-3 Convict Labor (JUNE 2003), (15) FAR 52.222-19 Child Labor-Cooperation with Authorities and Remedies (SEP 2002), and (31) FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (OCT 2003). The following DFARS clauses apply to th is acquisition: DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statures or Executive Orders Applicable to Defense Acquisition of Commercial Items with the following applicable clause for Para (b): DFARS 252.225-7001 Buy American Act and Balance of Payments Program, DFARS 252.232-7003 Electronic Submission of Payment Requests; DFARS 252.243-7001, Pricing of Contract Modifications; DFARS 252.211-7003 Item Identification and Valuation. All responsible parties wishing to respond to this solicitation will be considered by the agency. Only written quotes are acceptable and must be identified by Solicitation number M62974-06-T-8006 and received by 2:00 PM MST on 23 May 2006 via fax or mail. Quotes shall include: (1) a letter signed by an individual authorized to bind the organization with a schedule of offered items to include unit and total price and two past performance points of contact (include company names and phone numbers) (2) completed copy of Offeror Representations and Certifications-Commercial Items, which may be downloaded at http://www.arnet.gov/far.
