- This sources sought notice is issued for the purpose of identifying sources for the purchase of a brand name or equal Cooper Environmental Services automated Xact Multi-Metals Continuous Emissions Metals Monitor (CEMS). Salient characteristics includ e X-ray fluorescence spectrometer, weather proof extraction system with stainless steel shrouded probe, corrosion resistant transport line, heat tracing, and insulation; Computer system and control module with Windows XP Professional interface, computer an d monitor, output and input devices, workstation, and cabling; sampling system with X-ray fluorescence spectrometer, enclosure, and capable of recording the following metals simultaneously within a minimum of 20 minutes: Cr, Mn, Fe, Co, Ni, Cu, Zn, As, Se, Br, Ag, Cd, Sn, Ba, Hg, Ti, Pb, & QA elements. All interested parties shall complete the Market Research Questionnaire posted to this sources sought announcement. Responses to this notice and questions shall be submitted to Larry Wells at WellsL@us.ar my.mil. Interested sources must also provide documentation demonstrating its system is in compliance with all local, State, and Federal OSHA standards, and the x-ray fluorescence equipment has been validated by the Environmental Protection Agency (EPA) fo r method 301 and for compliance demonstration of hazardous metals emissions. MARKET SURVEY QUESTIONNAIRE Please respond under separate correspondence, addressing the following items: E-mail response is acceptable. 1. What type of commercial products do you offer that might fill this requirement? 2. If you do not have a commercial product that can fulfill this requirement, do you have a product that can be modified to meet the requirement? 3. Please provide any promotional literature of your products. 4. What type of manufacturing quality control do you provide? Please provide a copy of the quality control if available. If it is not available, please explain your standard practice. 5. What type of quantity or other discounts do you offer your customers? 6. What are your standard warranty terms? Please provide a copy of the warranty terms. 7. Do you have a published price list for your product? 8. What is the average lead-time for your product? 9. Do you have technical support based in the U.S.? 10. Are you certified as a small or minority business by the Small Business Administration? 11. Is your product priced FOB Destination? 12. Is it possible for your company to provide warehousing of products for a 30-day turnaround? 13. What is your companys capability to deliver a Cooper Environmental Services Xact X-ray automated continuous emissions metals monitor brand name or equal in a reasonable amount of time? 14. What is your companys commercial package and shipping procedures? 15. Does your company notify the Government if there will be a delay in delivery? If so how is the information provided? 16. Does your company alter the Government to part number changes? If so how is the information provided? Contractors may submit any and all information; literature and documentation that they feel may be beneficial.
