Southern Kyrgyzstan Transmission Upgrade Feasibility Study Project. Amendment No. 3: The following questions have been answered by Deputy General Director M. Aitkulov. (The longitudinal profile referenced below is available from USTDA upon request, at 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. Requests should be faxed to the IRC, USTDA at 703-875-4009. In the fax, please include your firm?s name, contact person, address, and telephone number.) Question: In QUESTION #4, Load Flow and Short Circuit Studies. These calculations will be difficult for us to perform for the following reasons. a) The budget allocated for the feasibility study is not sufficient to carry out system studies. b) We do not know in what format the System Data is available and we have no forecast data. Without this information and the one line diagram it is difficult to even estimate the effort that will be required to do the system studies. c) NEGK has all the system data and demand forecast along with the system model. We also understand that NEGK has already completed preliminary system studies in order to select the proposed substations and transmission line links. d) It is therefore our opinion that NEGK should carry out the System Studies using the NEGK software system is modeled. We will review the studies and provide input on the case that we believe need to be analyzed so that the results can be used in the designs of substation and transmission lines. Answer: The contractor should execute calculation of loading flow and short circuit studies. NEGK is ready to provide all necessary data for performance of calculations. All this is necessary to specify a choice of section of wires and to prove the necessity of construction of 220 kV lines under the project. Question: In QUESTION # 8, Geotechnical Studies, Terms of Reference require test pits which means soil borings and soil test. Our interpretation of your response is that test pits are not required and that the objective is to identify and avoid geologically unstable areas of the route in order to minimize risks from mudslides, landslides and flooding. Please clarify. Answer: The contractor should perform these works. On complicated sites of lines such research should be executed selectively for acknowledgement of a geological substantiation of lines, and on the site of 500 kV S/S - carrying out of such research is obligatory. Question: In QUESTION # 9, Drawings; Please clarify the following: a) What data is available to generate the Plan and Profile Drawings? b) What information shall be shown on the plan and profile drawings. Do the plan and profiles should show tower spotting? (location of towers and conductors). Answer: a) NEGK has dates of OH/TL 220 kV visual survey in scale 1?100000. b) Plans and longitudinal profile should contain the arrangement of towers. Please find attached the sample of a longitudinal profile with some of the necessary information, which should be specified on drawings.
