- The purpose of the amendment is to provide the Government's response to the contractors' questions. The contractor shall provide the specifications of the ballistic blankets they are quoting and the proposed delivery time when submitting their quote. The closing date is changed to 2:00 PM, 18 May 2006. QUESTION 1: What is the size of the blanket. Is the dimension 3ft. by 4 ft. a typo? RESPONSE: The size for CLIN 0001 is changed from 3 ft by 4 ft to 76 inches by 34 inches. QUESTION 2: REQUIREMENTS of solicitation- Each blanket shall include attachment accessories ? Need to know what exact accessories to be sewn to the blanket, there are many to choose from. Modular Lightweight Load-Carrying Equipment (MOLLE) panel ? would this ?panel? be something similar to this MOLLE BIB? RESPONSE: The attachment accessories are Snap-Links (2 each) with a bag to store the Snap-links. The bag shall be made of the same material as the blanket. The Snap-links shall be strong enough to support the blanket. The accessories sewn into the blanket are D-Rings, grommets, and straps. The Snap-links included in the accessory kit shall fit through the grommets on the blanket. The straps shall be sewn into each corner of the blanket and one strap in the center of the blanket. Each strap shall be strong enough to support the weight of the blanket. A MOLLE BIB is similar to the MOLLE Panel. The MOLLE Panel for this requirement shall be a detachable panel, no less than 31 inches x 31 inches, with 1 inch strips sewn parallel on the panel. The panel shall have a sufficient number of strips to attach the personal MOLLE pouches. QUESTION 3: I am currently working on the bid for Ballistic Blankets. One of the requirements for the blankets is that it floats in water. However, our manufacturing companies indicate that this is very difficult to achieve. Does not meeting this particular specification grounds for disqualification? RESPONSE: As stated in the solicitation, the blanket shall float in water. If the blanket does not float, it does not meet the specifications in the solicitation. QUESTION 4: Is there a NSN for the requested blankets? Are the blankets a commercial item? Do the blankets need to be manufactured in the US? Or, can the blankets and/or materials come from outside the US? RESPONSE: The blanket does not have a NSN. It is a commercial item. As stated in the solicitation, DFAR 252.225-7001, Buy American Act and Balance of Payments Program is applicable. QUESTION 5: Are any drawings, specifications, or other information available for the requested ballistic blankets. If so, how can we obtain these documents and information? RESPONSE: There are no drawings for the ballistic blankets. Additional specifications are provided in this amendment. The blankets shall be lighter than existing Kevlar based blankets (less than 1 lb/sq ft). QUESTION 6: Could you please provide me with a more detailed description on specs for positioning of the D-rings, links, and snaps - and a specific spec on the sizes. We also, need specs for the MOLLE panel and the specs for the attachment accessories. RESPONSE: The blanket shall have a minimum of 2 D-rings on the long side of the blanket, equally spaced. A minimum of 1 D-ring sewn in the center of the short side of the blanket. The blanket shall have a minimum of 6 grommets on the long side and a minimum of 3 grommets on the short side. The D-rings and grommets shall be strong enough to support the weight of the blanket. The attachment accessories consist of Snap-links, 2 each, in a bag made of the same material as the blanket. The MOLLE Panel shall be a detachable panel, no less than 31 inches x 31 inches, with 1 inch strips sewn parallel on the panel. The panel shall have a sufficient number of strips to attach the personal MOLLE pouches. QUESTION 7: Can you please tell me the mfg of the ballistic blankets, and if possible city or state where he is located? RESPONSE: There is no brand name requirement or manufacturer for the ballistic blankets. QUESTION 8: What MILSPEC's do you desire? a. fire resistance to MIL SPEC? b. Hot / Cold resistance to MIL SPEC or temperature range / tariff and exposure? c. Solvents / Petroleum immersion or spotting resistance to MIL SPEC? d. Water Immersion MIL SPEC? RESPONSE: There are no MIL SPECS. The blankets shall be chemically inert and not affected by UV light, salt water, total immersion or extreme temperatures, -200 degrees F to 260-300 degrees F. The blankets shall be fire retardant and not absorb solvents or petroleum. QUESTION 9: What is your definition of upgradeable and customizable? (Removable/replaceable ballistics, attaching system, or ???)? RESPONSE: The inner ballistic material and the outer shell shall be capable of changing to embrace emerging technological advances. The outer shell and the inner ballistic material shall be replaceable. QUESTION 10: Heavy duty straps, what dimensions (width/length)? RESPONSE: The heavy duty straps shall be sewn in each corner and one strap in the center of the blanket. The single strap shall be able to support the blanket. Straps shall be large enough for a single handhold. QUESTION 11: D-Ring what size, material and weight rating would you prefer (+ any MIL SPEC)? RESPONSE: There are no MIL SPECs for the D-ring. The D-ring shall be made of metal and strong enough to support the blanket while hanging up. QUESTION 12: What spacing would you prefer for straps and D rings on sides? (IE...3 EA D-ring/straps at equidistance on 3' side and 4EA D-ring/straps at equidistance on 4' side) RESPONSE: The straps shall be sewn in each corner of the blanket and one strap in the center of the blanket. There shall be a minimum of two D-rings, equally placed, on the long side of the blanket and a minimum of one D-ring in the center of the short side of the blanket. QUESTION 13: What attachment accessories do you desire, please specify (MOLLE Strips or Pouches)? RESPONSE: The strips will be used to attach personal MOLLE pouches. QUESTION 14: MOLLE panel a. Integrated into one side of blanket outer cover or a removable stand alone attachable panel? b. Do you want 1" MOLLE strips running parallel to the 3' or the 4' side or opposing directions on opposite sides of blanket cover / panel? RESPONSE: The MOLLE Panel shall be a detachable panel, no less than 31 inches x 31 inches, with 1 inch strips sewn parallel on the panel. The panel shall have a sufficient number of strips to attach the personal MOLLE pouches. QUESTION 15: What color do you desire, (OD, ACU, Foliage, Tri-Desert, etc.)? RESPONSE: Black QUESTION 16: We can make each side a different color, would this be desirable? RESPONSE: No QUESTION 17: Can you please provide more specifics on the attachment accessories required to be included with each blanket? RESPONSE: The attachment accessories consist of Snap-links, 2 each, in a bag made of the same material as the blanket. The Snap-links shall support the weight of the blanket when hanging up. QUESTION 18: Can you please be specific on the size and intended purpose of the MOLLE panel required to be provided with each blanket. RESPONSE: The MOLLE Panel shall be a detachable panel, no less than 31 inches x 31 inches, with 1 inch strips sewn parallel on the panel. The panel shall have a sufficient number of strips to attach the personal MOLLE pouches. QUESTION 19: Would it be acceptable for each blanket to be provided with a nylon Cordura carrier onto which the D rings and straps are sewn? RESPONSE: A separate carrying case is not required. Each blanket shall consist of the ballistic material with an outer cover. Grommets and D-rings shall be sewn/installed on the blanket. QUESTION 20: Is there any additional information that can be acquired in terms of patterns or technical drawings? We are especially interested in the placement, size and dimensions of the MOLLE weave that is mentioned in the solicitation. RESPONSE: There are no technical drawings. The MOLLE panel shall be a detachable, stand alone panel, no smaller than 31 inches x 31 inches, with 1 inch MOLLE strips. QUESTION 21: Blankets shall be upgradeable and customizable; constructed with heavy duty D-rings, snaps and heavy-duty straps at all corners, sides and middle seams to allow for easy handling and use. What about the blankets need to be upgradeable? By D-ring is this a ?snap-link? style attachment that can be used to hang or secure the blanket? Should the snaps be a closed loop with the male and female ends for the same purpose or a free running end with either the male or female portion of the snap? If the free running end is required which portion of the snap should be present? If these items are to be spaced equally the length of the blanket, how many should be present? RESPONSE: The inner ballistic material and the outer shell shall be capable of changing to embrace emerging technological advances. The outer shell and the inner ballistic material shall be replaceable. The D-ring is not a snap-link style and there is not a free running end or male or female portion. The blanket shall have a minimum of 2 D-rings on the long side of the blanket and equally spaced. A minimum of 1 D-ring shall be sewn in the center of the short side of the blanket. QUESTION 22: Blankets shall have a fire resistant outer shell with anchor points for stabilization, attachable with snap links, bungee cords and parachute cords. Can the heavy duty straps mentioned above double as the anchor points for stabilization? RESPONSE: The heavy duty straps may double as anchor points for stabilization but shall not replace the D-rings. QUESTION 23: Each blanket shall include attachment accessories and a Modular Lightweight Load-Carrying Equipment (MOLLE) panel. Are the accessories the D-rings themselves? Is there any other accessory that must be provided What is the required size of the MOLLE panel? RESPONSE: The attachment accessories consist of Snap-links, 2 each, in a bag made of the same material as the blanket. The Snap-links shall support the weight of the blanket when hanging up. The MOLLE Panel shall be a detachable panel, no less than 31 inches x 31 inches, with 1 inch strips sewn parallel on the panel. QUESTION 24: Last part of the Requirement statement, ..."shall include attachment accessories"...I need to know what particular "attachment accessories" are required. RESPONSE: The attachment accessories consist of Snap-links, 2 each, in a bag made of the same material as the blanket. The Snap-links shall support the weight of the blanket when hanging up. QUESTION 25: Same part of Requirement statement, "and a Modular Lightweight Load-Carrying Equipment (MOLLE) panel." I understand what is required here, but are there specific dimensions to this panel? RESPONSE: The MOLLE Panel shall be a detachable panel, no less than 31 inches x 31 inches, with 1 inch strips sewn parallel on the panel. The panel shall have a sufficient number of strips to attach the personal MOLLE pouches. QUESTION 26: The solicitation asks for "NIJ IIIA approved". NIJ does not normally provide certification for ballistic blankets, but we do use the same NIJ certified materials and construction in our blankets that we do in our vests. On the blankets we state "meets NIJ Threat level IIIA." Is this acceptable? RESPONSE: "Meets NIJ Threat level IIIA" is not acceptable. The actual ballistic material shall be certified NIJ IIIA approved.
