Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a more detailed solicitation is available on the Federal Technical Data Solutions (FEDTEDS) Web Page at http://www.fedteds.gov/ or at https://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=W912EE-06-T-00 30, which includes exhibits that could not be posted as this site. Offerors should check the FEDTEDS Web Page often for new solicitations and/or changes (AMENDMENTS) to existing ones. Solicitation Number W912EE-06-T-0030 is being issued as a request for qu otation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-08. This procurement is unrestricted under NAICS Code 532411 (SIC 4499) with a size standard of $6,000,000. The USACE, Vicksburg District, Mat Sinking Unit proposes to award a simplified acquisition for the lease of one (1) tow boat with operating personnel. The boat will be used on the Mississippi River from Cairo , Ill., (Mile 953.8 AHP) to the Head of Passes (Mile 0.0), the Old River, the Atchafalaya and the Red River (Louisiana). The towboat will tow barges from casting field to job site as may be directed by the Contracting Officer. The hull of the towboat shal l be steel construction, flat bottom scow bow type, suitable for operation on the Mississippi River. The towboat shall be propelled by two or more diesel marine engines with a total manufacturers rating of not less than 4200 continuous horsepower (flywheel ) for all engines and shall be operated at the manufacturer's rated continuous rpm. The towboat shall be capable of pushing 9 steel mat barges, 3 barges long by 3 barges wide (each, size 160 feet by 34 feet by 9-1/2 feet) in still water from a standing sta rt, and with the engines operating at the RPM recommended by the manufacturer for continuous duty, for a distance of one statute mile in not more than 7 minutes 0 seconds. The towboat shall have a fuel capacity sufficient to allow 120 hours of operation wi thout refueling. BIDS ON TUGBOATS WILL BE CONSIDERED NONRESPONSIVE. This procurement may be quoted as follows: Line Item 0001 Supplies/Services: Lease of one (1) Tow Boat with Operating Personnel, Quantity:30, Unit: DAYS, Unit Price $ ___________; Total amount for Line Item 0001 $____________. Delivery is not later than 24 July 2006. Line Item 0002 Supplies/Services: Option to extend the Lease of one (1) Tow Boat with Operating Personnel, Quantity: 30, Unit: DAYS, Unit Price $ ___________; Total amount for Line Item 0002 $____________. Award shall be made to the responsive and responsible offeror whose quote is determined to be the lowest price. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52 .212-4, Contract Terms and Conditions, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
