- Description
- The US Army Communications Electronics Life Cycle Management Command C-E LCMC Acquisition Center Washington intends to solicit and negotiate with Polatomic, Inc. on behalf of The US Army Research, Development and Engineering Command, Communications and Electronics Research, Development and Engineering Center, Night Vision and Electronic Sensors Directorate, Countermine Division, for the development of an algorithm to perform detection processing of gradiometer signals. The capabilities of the algori thm must include the removal of magnetic clutter, motion compensation, filtering to maximize signal-to-noise ratio, residual noise estimation, collection of detection statistics, and comparing the filtered signal to a detection threshold. Test facilities which provide a magnetically quiet environment are required. The contractor also must have extensive experience with magnetometers and algorithms which filter vehicle noise. Three sets of data will be processed to determine the magnetic signatures of rou nd targets, the vehicle, and clutter and other noise. Detection and false alarm statistics will be obtained using Deferential GPS for motion compensation. The contractor will deliver a scientific and technical report in which the detection statistic resul ts shall be discussed and interpreted. Additionally, recommendations for changes in future tests will be provided. The knowledge of algorithms and statistics to be collected are based on Polatomics proven experience with magnetometer and sensor technolo gy. Polatomic Inc has extensive experience with magnetometers and they have highly specialized facilities for testing and data processing. The performance of all tasks will be completed within ninety (90) days after contract award. All responsible sourc es may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis wil l be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely f or the purpose of determining whether to conduct a competitive procurement. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFARS 252.204-7004.
