Description
CBP REQUEST FOR INFORMATION: TRANSPORT/CARRIER SUPPORT FOR TRANSPORTING LAW ENFORCEMENT VEHICLES FROM UP-FITTER LOCATIONS TO SECTORS/STATIONS WITH RETURN TRIPS THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A REQUEST FOR PROPOSAL (RFP). The Bureau of Customs and Border Protection (CBP) the Department of Homeland Security (DHS) is seeking industry interest and information to establish and maintain a transportation process to deliver completed vehicles from CBP vehicle up-fitters to our sectors/stations and other selected locations as well as delivering law enforcement vehicles from CBP sector/stations and other selected locations based on CBP requirements. Minimum Requirements: Provide a current copy of the Certificate of Insurance Proof of: Carrier Insurance Cargo Insurance DOT rating of Satisfactory Ability to provided Bonded Drivers If operated through Brokers, complete listing of registered agents Brief carrier history including all prior names of the company (Doing Business As) Dunn and Bradstreet rating if available or a financial statement (CPA endorsed) Provide a copy of the DOT ?Safer? report Objective: There is a need to provide CBP with a national, or a partnership with a co-op of regional transportation services. This carrier(s) will provide service from our vehicle up-fitter locations to our sectors, stations and other identified locations within the contiguous 48 states and possible delivery to CBP Caribbean Area, Hawaii and Alaska. There is also the need to provide transportation from the previously mentioned locations back to CBP up-fitters or directly to an after-market auction house for disposal. Scope: It is the responsibility of the carrier/transporter to secure the vehicles in a safe manner that complies with the DOT regulations of transporting vehicles. It is also the responsibility of the carrier/transporter to provide accurate and live-time data as to the status of the delivery and/or pickup of the vehicles. The carrier/transporter is required to provide all relevant documentation for the transporting of the vehicles. The carrier will also need operating authority in all states. In isolated instances it may be required to provide services or to partner with another carrier/transporter for deliveries to CBP Caribbean Area, Hawaii and Alaska. The carrier will provide customer service as it relates to communication, scheduling and planning for vehicle delivery or pickup from the up fitter to the previously identified locations. The carrier must provide a sample timeline for picking up our vehicles from the up fitter to the final destination and a timeline from the sector/station back to the up fitter. Sample locations (Zip Codes) to build the required timelines are: up fitter-Texas, 78602; Sectors/Stations- Del Rio 78840, El Centro 92243, El Paso 79925, Laredo 78045, Marfa 79843, Houlton 04730, Detroit 48045, Tucson 85713, Atlanta 30349, Chicago 60607, Houston 77019, LA 90831, Miami 33131. The carrier will be subject to random audits conducted by CBP or a representative of CBP to ensure accuracy and review any historical data of the transporting of these vehicles. CBP will consider an option whereby the carrier removes parts (when returning vehicles), to allow transport of the maximum amount, in order to achieve the most cost effective operation. However, if this is performed the carrier/transporter must provide trained personnel to perform these tasks to minimize damage to the vehicle and provide documentation tracking and identifying the removed part(s). Assumptions: There is the possibility that the vehicles being returned to an up fitter may not be in operable condition. Vehicles cannot be left in an unsecured lot awaiting delivery When vehicles are delivered they must be delivered to an approved location and must be signed for by a representative of CBP. Vehicles cannot be delivered to non-authorized locations In the event that a vehicle in whole or in part is damaged, stolen, or cannibalized, the carrier/transporter must notify CBP Fleet Management Brach immediately for directions as to how to handle the situation There is no bid package or solicitation document associated with this announcement. This RFI is for information and planning purposes only and does not constitute a commitment, implied or otherwise, that the Government will issue a procurement action. No entitlement to payment of direct or indirect costs or charges by the Government will arise as the result of the submission of contractor?s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. The Government will safeguard proprietary information in accordance with applicable Government regulations.
