No: QEG60081 Solicitation Number: NHLBI-PB-AR-2006-199/BNJ Solicitation Type: Noncompetitive Suggested Source: Bethesda North Marriott Title: Conference Services THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), Intramural Research Program (IRP) www.niams.nih.gov , intends to negotiate and award a purchase order on a noncompetitive sole source basis to Bethesda North Marriott Conference Center, 5701 Marinelli Road, North Bethesda, Maryland 20852, to Conference Services for the NIAMS, IRP. The purpose of the conference is so that the institute may share research findings among Branches and Laboratories with the goal of fostering future collaborations, to familiarize staff with research initiatives and the functions of the IRP, promote future seminars, and gain overall awareness of vision of the IRP. Approximately 200 scientists will attend the conference from June 5-6, 2006. The dates are not flexible because guest speakers, that were pre-selected, have arranged their schedules to meet NIAMS?s requirements. The facility in which this meeting is to take place must satisfy the following requirements: Duties: The contractor shall 1) Accommodate all invited attendees (200) or more, in one main meeting room. 2) Provide breakout rooms for exhibit sessions and subcommittees. 3) Provide logistical and technical support (i.e., registration, audio video (A/V) support, name tags, tent cards, etc.). 4) Be within reasonable driving distance of the NIH main campus. Period of Performance: The proposed period of performance for this service is to begin on June 5, 2006 until the completion on June 6, 2006. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 721120. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; and itemized firm fixed price costs, documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Government?s minimum specification, and a proposed plan of completing the statement of work. The submission is due 15 calendar days from the posting of this notice at 8:00 a.m. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
