Description
Western Area Power Administration intents to negotiate a sole source contract for Open Access Technologies, Inc.???s (OATI) web hosted applications under the test program for commercial items, Federal Acquisition Regulation (FAR) Subpart 13.5. Western Area Power Administration is currently using the OATI webOASIS, OATI webTAG, OATI webSweep, and all the other interrelated sister-programs indicated below. These interconnected software applications provide the capability to post transmission provider OASIS offerings and automate the processing of OASIS reservation requests while maintaining FERC compliance. All these systems are interdependent of one another and all are required in order to maintain the systems processing integrity. This will be handled as a commercial item acquisition prepared in accordance with Federal Acquisition Regulations (FAR) Subparts 12 and 13.5. This procurement is 100% small business set-aside and the North American Industry Standard (NAICS) is 511210 and the business size standard is $23 million. The contract is to provide the following: OATI webOASIS ???is a web-enabled system designed to provide FERC compliant Open Access Same time Information System (OASIS) functionality. OATI webTAG (E-Tagging) ??? NERC Policy 3 and NERC specifications which requires each Control Area and Transmission Provider to have an E-Tagging system. This includes an E-Tag authority and agent for Control Areas and an E-Tag approval for Transmission Providers and Control Areas. OATI webTag provides this functionality for 95% of NERC. OATI webSweep - obtains all OASIS reservations from an OASIS node for use in other products, such as the OATI webTrans E-Tag validation module. OATI webSweep is necessary for the integration of OASIS reservations with other systems (E-Tagging, Scheduling, etc). OATI webTrans, Trans ATC Module, Displacement Advisor Module - provides a Transmission Provider with the OASIS TTC/ATC calculator, OASIS reservation validations and OASIS accounting functionality to completely automate an OASIS solution. E-Tag Validation Module - provides Transmission Providers the functionality to validate all components and an E-tag. This includes validation that OASIS reservations are not being over utilized by submission of multiple E-Tags using the same OASIS reservation. It also validates PSE???s, POR/POD???s, ramp, and so forth. The Displacement Advisor Module provides the ability to identify all OASIS requests and E-tag transactions associated with a constrained path. In addition it enables the ability recall OASIS reservation transmission and curtail all tags associated with the constraint. OATI webSAS (Transmission, Scheduling and Security) (WECC Reliability Coordinator) ??? provides unscheduled flow automation tool for use in processing and handling WECC USF events. OATI webData - provides the functionality to integrate OATI webTag with customers internally developed scheduling system. OATI webData places all tags into a relational database with stored procedures that allows the customer to integrate customer-developed solutions to OATI webTag. OATInet - provides a frame relay connection between the customer and OATI???s Data Center for faster, more reliable communications between the two sites. In case of an OATInet failure, automatic failover to the public internet is provided. This notice is not a request for quote/proposals.
