Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with the University of Kansas, Central Plains Center for BioAssessment (CPCB), Kansas Biological Survey, 2101 Constant Avenue, Lawrence, KS 66047 to provide field and analytical support for the collection of samples from eight (8) Lower Missouri River sites. The University of Kansas will utilize the Environmental Monitoring and Assessment Program - Great River Ecosystems (EMAP-GRE) methods and protocols. This effort is critical for states to assess water quality, aquatic habits and biological assemblages of the Missouri River. Sample collection and data analyses will be coordinated to provide states with sufficient data for the Clean Water Act. The University of Kansas has previously conducted assessment using EMAP methods. Continued use of the University of Kansas for this service will maintain continuity in approach from previous assessments and promote the integration of EMAP data into state river monitoring programs. Therefore, EPA believes that the University of Kansas, Central Plains Center for BioAssessment (CPCB), is the only vendor qualified with the expertise capable of satisfying this requirement. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" at this time. The anticipated period of performance is 12 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Submit response to the U.S. EPA, RTP Procurement Operations Division, Attn: Robin S.
