Description
The U.S. Geological Survey, Western Ecological Research Center, Box Springs Field Station, has a requirement for specific laboratory tests for the desert tortoise (Gopherus agassizii), a Federally- and State-listed threatened species. The tests are for mycoplasmosis, a disease contributing to population declines. The Box Springs Field Station conducts research on health and diseases of desert tortoises for clients such as the Bureau of Land Management, California Department of Fish and Game, Department of the Army, and Marine Corps Air Ground Combat Center, as well as the USGS. The laboratory tests essential to the research programs include enzyme-linked immunoassay (ELISA) tests for herpes virus and mycoplasmas, cultures for mycoplasmas, and polymerase chain reaction (PCR) tests for isolates of mycoplasma. The Government is contemplating the award of a five year contract for these commercial services, utilizing simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13 under the special authority of FAR Subpart 13.5. The USGS is aware of only one interested and capable contractor qualified to complete this contract. Therefore, the Government intends to enter into negotiations and make award noncompetitively to the University of Florida, College of Veterinary Medicine, Department of Pathobiology IAW FAR 13.106-1(b). Other interested concerns having the ability to furnish these services may submit a capabilities statement to the contracting officer no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation 06WRQQ0071 will be made available to the University through the GPE on or about 22 May 2006. This notice and any resulting contract conforms to the requirements in place through FAC 2005-09, dated 19 April 2006.
