Description
NASA/SSC plans to issue a sole source, cost plus award fee contract to Pratt & Whitney Rocketdyne, Inc. Canoga Park, CA to provide hardware-assurance, propulsion testing and testing-support services for the Space Flight Operations and Development Program. Test articles include space shuttle main engines, other engines and components currently under development by NASA, and future engines, or components, for which similar testing is required, as requested by SSC. The anticipated period of performance for this effort will begin July 1, 2007 and continue for five years. The contract will have a basic period of one year with four, one-year options. This effort consists of all management, labor, and resources necessary to provide hardware-assurance or propulsion testing and testing-support services. Testing-support services shall include but are not limited to assembly, processing, warehousing, and testing. Test articles include space shuttle main engines, J-2 engines and derivatives, RS-25 engines and derivatives, RS-68 engines and derivatives, other engines and components currently under development by NASA, and future engines, or components, for which similar testing is required by SSC. The government believes that only one responsible source can provide the services necessary to satisfy the Agency?s requirements. Interested parties may submit their statement of capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 45 days after the date this synopsis is posted. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note ?B?. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 22 and Note 26.
