Description
This is a combined synopsis/solicitation for commercial items ( forty employee parking permits) is prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This FBO synopsis constitutes the only solicitation; no separate paper or electronic solicitation will be issued. The combined solicitation/request for proposals no. is MCC-06-RFP-0050. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. The solicitation is issued on a full and open competition basis; the North American Industry Classification System code is 561499 with a corresponding size standard of $6,500,000. The Millennium Challenge Corporation, a U.S. federal government corporation, 875 Fifteenth Street, N.W., Washington, D.C. 20005, intends to award a competed contract as a result of this solicitation utilizing the simplified acquisition procedures authorized by FAR 12.6 and 13.5 for commercial items not exceeding $5,000,000. The list of contract line numbers and items, quantities and units of measure, including options, is as follows: The required item is forty (40) ?overflow? parking permits for MCC employees authorized parking but for which the MCC building lease does not provide a sufficient number of available spaces. Award will be made to one parking vendor / concessionaire for all 40 spaces. The permits must be in blocks of ten (10) or more, and easily accessible from a street location within three (3) city blocks of the MCC Headquarters at 875 Fifteenth Street, N.W., Washington, D.C. 20005. CLIN 0001, 40 employee parking permits, unit of issue, each, for a 12-month period and billed monthly. Offerors must state the ?per month per permit? price, as well as the annual extended per permit price and the total annual price for all 40 permits. If all forty permits are not available in one building / location, then state the building locations and block of ten (10 or more permits for each building as ?sub-CLINs? under CLIN 0001. In addition to a base year, the MCC requires up to four option year periods, listed as CLINs 1001, 2001, 3001, and 4001, for the same 40 permits, to be supplied at the base year price or re-negotiated annually at the current local market price mutually agreed. The period of performance for the intended contract is June 1, 2006 through May 31, 2007, with four option years. FAR 52.212-1, Instructions to Offerors-Commerical, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is hereby incorporated by reference; paragraph (a) evaluation criteria are (1) commercial parking permits easily accessible from a street location within three (3) city blocks of 875 Fifteenth Street, N.W., Washington, D.C. 20005; and (2) price. The government will award a commercial item contract to the responsible offeror whose proposal is most advantageous to the government. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition and a completed copy of the of the provision must be provided with the proposal, or a certification of current annual representations and certifications must be provided from the online representations and certifications (ORCA) https://orca.bpn.gov/ website. FAR 52.21-4 Contract Terms and Conditions-Commercial Items, applies to this solicitation. Addenda to 52.212-4 include: FAR 52.217-9, Option to Extend the Terms of the Contract (Mar 2000). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation.
