Description
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal and non-Federal facilities in the District of Columbia. The successful offeror will supply electricity and transmission for a contract term of thirteen-fourteen (13/14) full billing months for Pricing Group 1 and twenty-five/twenty-six (25/26) or thirty-seven-thirty-eight (37/38) full billing months for Pricing Groups 2 and 3. For all pricing groups, deliveries will begin with the October/November 2006 meter read dates and end with the December 2007 meter read date for Pricing Group 1 and the December 2008 or the December 2009 meter read dates for Pricing Groups 2 and 3. A six (6) month extension period is included in the contract. The approximate annual electric requirement for about 160 accounts is 1,750,000,000 kWhs with 345 MW of combined peak demand. The Government will require a single rate schedule price to apply to all accounts in a pricing group that will remain fixed for the contract term. Accounts are divided into three pricing groups. Pricing Groups 1 and 2 contain nearly all of the accounts and load and will contain 3% renewable power as defined in the solicitation. Pricing Group 3 contains three accounts (Washington Monument, Lincoln Memorial and Jefferson Memorial) and will require power that is 100% renewable per the solicitation?s requirements. Multiple awards will be considered. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest evaluated price for each pricing group and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on May 30, 2006 at the GSA Bid Room (see solicitation for address). Pricing will be submitted in accordance with the solicitation on June 6, 2006 no later than 10:30 a.m. This procurement is being conducted on an unrestricted basis.
