Description
This procurement is for one solicitation resulting in the award of a Firm Fixed Price (FFP) Service Contract to the responsible proposer whose proposal, conforming to the RFP, is the lowest price, technically acceptable proposal. This procurement is unrestricted. The work may consist of performing personnel services for three eight-hour shifts per day for 365 days in support of the operation of the Onslow Beach Draw Bridge, span, SBA-129. The contractor shall perform safe, prompt, and efficient opening and closing of the bridge span as specified, allowing passage of vessels traveling on the Intracoastal Waterway. The Contractor shall also perform inspection and minor maintenance to the bridge, supporting facilities, and equipment. Associated reporting and recording of tasks and events, and general cleaning/housekeeping are also required as designated by the Contracting Officer. The contract will be for one base year with four one-year options. This is a RFP, which requires submission of technical and price proposals. Evaluation for award will be based on technical factors including (A) Experience, (B) Past Performance and (C) Management Approach. The contract will be awarded to the lowest priced, technically acceptable offer in accordance with the requirements of FAR Part 15. No public bid opening will be held. Plans and specs will be available on or about 9 May 2006. The estimated date for receipt of offers is on or about 8 June 2006. This solicitation is available in electronic format only. Official access to the solicitation is via the Internet at the NAVFAC E-Solicitations (ESOL) website: http://www.esol.navfac.navy.mil and may be downloaded free of charge. All documents will be in the Adobe Acrobat PDF file format via the Internet. The Acrobat Reader, required to view the PDF files, can be downloaded free-of-charge from the Adobe website. Contractors are encouraged to register for the solicitation when downloading from the ESOL website. Only registered contractors will be notified by Email when amendments and notices are issued to the solicitation. Registered users can obtain a plan holder?s list from the ESOL site.
