Description
In accordance with FAR Part 15, Contracting by Negotiation and Subpart 19.10 Small Business Competitiveness Demonstration Program (Public Law 100-656) the National Park Service intends to issue a Request for Proposal (RFP) for Preservation and Rehabilitation of Buildings and Grounds; Construct New Visitor Facilities at Tuskegee Airmen National Historic Site, Tuskegee, Alabama. This requirement is total 8(a) set aside. The North American Industry Classification System (NACIS) is 236220. The size standard is $28.5 million. Estimated price range is between $5,000,000.00 and $10,000,000.00. There will be a base bid and additives. AWARD IN THE BEST INTEREST OF THE GOVERNMENT MAY BE MADE ON THE BASE BID AND BID ADDITIVES FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF THE AWARD. The project is to construct facilities for visitor use and rehabilitate historic structures and landscape feature at Moton Field. Work on visitor facilities will include construction of visitor parking, site development and utility infrastructure. Work on the historic scene will include rehabilitation of Hangar 1, the Warehouse/Vehicle Building for use as park maintenance and administration facilities: and rehabilitation of the Control Tower exterior; construction of four ghost structures/frameworks to represent lost airfield support structures; and rehabilitation of the historic Entrance Gate, three shed structures, tarmac surfaces and related landscape areas. The BASE BID consists of the Visitor Service Area, Parking, and Picnic Area Utilities & Site Work, Historic Grounds/Structures Rehabilitation, Hangar One rehabilitation, Bath-admin/Locker Bldg Rehabilitation, Warehouse/Vehicle Bldg Rehabilitation and Sheds rehabilitation. BID ADDITIVE 1 consists of parking and lanes; BID ADDITIVE 2 consist of Landscaping the Visitor Service Area; BID ADDITIVE 3 consist of Historic Grounds Furnishings; BID ADDITIVE 4 consist of Water Line; BID ADDITIVE 5 consists of Wayside Exhibits and BID ADDITIVE 6 consists of Ghost structures. In addition to federal, state and local requirements, all work must be performed in strict compliance with National Park Service guidelines for protection of historic resources including the Secretary of the Interior's Standards for historic preservation. The work must be performed under the direct supervision of a contractor with previous successful experience on projects of similar type and complexity. References will be verified and evaluated. A pre bid meeting will be scheduled for all interested bidders. The date and time of the meeting will be included in the solicitation. All interested bidders are encouraged to attend the pre bid meeting. The tentative issue date is May 26, 2006.
