- INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACT FOR ARCHITECT AND ENGINEERING SERVICES, MISCELLANEOUS PROJECTS FOR ACADIA NATIONAL PARK, BAR HARBOR, MAINE 04609. Solicitation N1700060103. Acadia National Park is seeking qualified organizations to provide Architect/Engineer (A/E) services under indefinite delivery indefinite quantity contract for engineering, architecture, landscape architecture, and environmental(NEPA) services for Acadia National Park and St. Croix Island International Historic Site in Maine. More than one contract may be awarded under this solicitation. Work will consist of, but is not limited to: park facility and site investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, conceptual designs, construction drawings and specifications, value engineering, drawing reviews, and other related services including Title I, II, and III Services. Services required will include, but are not limited to: preparation of preliminary studies, sketches, layouts, outlines, advance cost estimates; review and preparation of specifications, drawings, and cost estimates; construction inspection and review of submittals; and other contract documents and professional assistance. Products will include, but not be limited to: topographic and boundary surveys; hazardous material surveys; NEPA compliance documents, wetlands delineation and environmental permitting; historic structures reports; site plans; preliminary, construction, and as-constructed drawings; and other architectural, engineering, landscape architectural, and environmental products. Disciplines include, but are not limited to: architecture; historic architecture; landscape architecture; civil, structural, mechanical, and electrical engineering; environmental science; surveying; writing and editing; and materials testing. Following are examples of projects done in the past: Design of entrance station; rehabilitation and construction of park restrooms; rehabilitation of historic structures; lead and asbestos surveys and mitigation; mortar analysis; construction of water and wastewater treatment and piping systems; reconfiguration of Visitor Center parking lot; boundary and topographic surveys; circulation and parking study; long range architectural and site plan for concession facilities. The firm shall demonstrate expertise in conducting value analysis (VA) at planning and pre-design stages, as well as the more traditional value engineering (VE) studies. The firm shall also demonstrate expertise in utilization of value methods in decisionmaking e.g. Choosing by Advantages (CBA), functional analysis e.g. FAST diagram, life cycle cost analysis, importance(benefit) to cost graphing or other method of evaluating non-monetary benefits; allowing the NPS to make benefit cost decisions and comparisons. NPS policies and directives will guide all work; however, park resources often present unique and unusual conditions and the NPS encourages the participation of various disciplines in the review and planning process. The NPS has adopted sustainable design as the guiding principle for park planning and development. By definition, this means meeting present needs without compromising the ability of future generations to meet their own needs. In practice, sustainable design minimizes the short- and long-term environmental impacts of development activity through resource conservation, recycling, waste minimization, and the utilization of energy efficient, durable, life cycle cost effective, and ecologically responsible materials and techniques for construction. All data processing and storage, including specifications, cost estimates, technical reports, and special studies shall be compatible with Microsoft Office word processing and Microsoft Access data storage software. The A/E shall have the capability of preparing drawings and graphic material using AutoCAD software. The following criteria shall be used in the evaluation of the prospective firms in descending order of importance: 1. Professional qualifications, specialized experience, and technical competence of the principals and key staff of the firm and consultants in the performance of the desired services; 2. Past performance on contracts with government agencies and private industry; 3. Location in the general geographical area of Acadia National Park and familiarity with the conditions of Acadia and coastal Maine; 4. Experience and familiarity with federal construction and contracting regulations. The total of all work orders per year shall not exceed $1 million, and no single work order shall exceed $500,000. The A/E is guaranteed a minimum amount of $10,000 during the base year and each optioned year. The term of this contract shall be 1 year from the date of contract award, with a government option to extend the period of performance for four additional 1-year periods. If the apparent successful offeror is a large business, they will be required to submit a subcontracting plan with separate percentage goals for using small business concerns. To the fullest extent, the NPS welcomes the participation of small business firms, including women and minority-owned and operated A/E firms and encourages large business firms to include small business firms as part of their team. The North American Industry Classification Code is 541310.
