- This solicitation is for a Firm Fixed Price Construction Contract for military facilities at various locations in Israel. The projects (Referred to as SUFA 4) will be constructed at various installations in Israel to include Ramon AFB (50 km South of Beer-Sheba), Palmachim AFB (15 km South of Tel-Aviv) and Hazerim AFB (5 km West of Beer-Sheba. The construction includes Flight Squadron buildings, including all required site work and infrastructure, Extensions to existing Heliports (hangars and bunkers ), runways (new runway, taxiway and take-off aprons), Cathodic Protection upgrade work, a Y&L Building (which includes a hangar with offices, service rooms and an annex) and two three storey combat buildings which include all utilities site work and inf rastructure. The project also includes various A/C, security fencing, and transformer station upgrades to existing facilities. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms onl y. If a single offeror does not have in-house design and construction capabilities, U.S.-only joint ventures will be acceptable. This procurement is subject to the additional requirements of FMS and the Foreign Acquisition regulations set out in FAR part 25 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR a nd items specifically approved by the Contracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk or excepted material and Israeli design certification services, must represent U.S. content. Expressing interest in any one of them will cause you to be notified when the solicitation documents are released for both of the solicitations. Funds are not currently available for this requirement. This project will be issued Subject to Availability of Funding.
