- SOLE SOURCE NOTIFICATION The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source, EMC Inc., under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally by considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon FAR 6.302-1(2)(C)(ii)(A) and (B), as there will be substantial duplication of cost and unacceptable delays; and DFARS 206.302-1(a)(3)provides for follow-on equipment for the development of a system (continuity). This request is for the purchase of equipment under other than competitive procedures as authorized under FAR 13.501. This sole source/brandname acquisition is for more than $100,000.00 but less than and is requested by NORAD-Northcom (N-NC)/J625 for use in the Trusted Information Exchange (TIE) NIPRNet Portal Project. The POC for this requirement is Richard Morales at extension 4-4026. a. Description of Requirement: (1) The equipment to be purchased is an EMC Connectrix ED-48000B Fibre Channel (channel switch), which is a 64-port, director-class fiber channel switch. EMC is the manufacturer and distributor of this switch. This sole source/brandname justification is for the purchase of the channel switch from the manufacturer, EMC. (2) The current TIE channel switch is running over an acceptable capacity, and reliability is being compromised. The channel switch is a critical piece of the TIE system that supports Homeland Defense and Civil Support missions (e.g., hurricane relief assistance and support). (3) EMC has provided all the equipment currently in the switch room (approximately X pieces of equipment), and they provide all the maintenance. The new channel switch to be purchased is the same as the one currently being used. The salient characteristics of the existing switch are: - High availability; high reliability; redundant; hot-pluggable components; non-disruptive upgrades. - Hot-swappable components include: 2N redundancy; power supplies; redundant cooling fans; port blades; redundant control processors; and optics. - Available rack space: depth (in/cm) 27.90/70.90 without door; 29.20/74.20 with door; height (in/cm) 24.11/61.24 for 14U; width (in/cm) 17.22/43.74; weight (lb/kg) without media 230/105. - Fibre Channel Standards: FC-PH; FC-PH-2; FC-PH3; FC-GS-2; FC-FLA; FC-FG; FC-SW3. - Fibre Channel Ports: scalable from 2 to 8 port blades in any combination of 16-port or 32-port blades; configuration should start at 32 ports up to 256 ports auto-sensing 1, 2, and 4 Gb/s ports. - Cascading with other switches--up to a least 24 switches. - Performance: full line-speed switching 4.25 Gb/s. - Switch Bandwidth and Latency: 2.176 Tb/s end-to-end, less than 2.1 ?sec at 2 Gb/s; less than 3.6 ?sec at 4 Gb/s. - Switch Core: non-blocking design. - ISL Trunking: support for up to 8 4.25-Gb/s ports per ISL trunk; up to 32 Gb/s per ISL trunk, 2 8-port trunk groups on FC4-16; 4 8-port trunk groups on FC4-32 at 2 Gb/s. - Classes of Service and Port Types: Class 2, Class 3, Class F, and E_Port, F_Port, FL_Port. - Media Types: Small Form Factor Pluggable (SFP) laser; LC connector; short-wave laser (SWL) up to 500 meters (1640 feet); long-wave up to 10 kilometers (6.2 miles); long-wave laser to 35-km distance. - Fabric Services: Simple Name Server; Registered State Change Notification (RSCN); Industry Standard Brocade Advanced Zoning; Industry Standard Brocade Web Tools. - Other Features: ISL trunking; fabric watch; performance monitor; extended fabrics. b. Authority and Reason for Sole Source: (1) The authority for this purchase is Purchase Request F3L6123A200, fund cite XXXXXXXXXX; and is estimated to cost $X. (2) FAR 6.302-1(2)(C)(ii) (A) and (B) allows for this situation?s sole source purchase. It states that a single source may be used if it is considered a follow-on contract for the continued development of a system when the award would result in duplication of cost. This is true in this case as the purchase of this switch is to upgrade the TIE system. Also, integrating a different switch with the EMC switches will: - Decrease performance, stability and reliability; - Require approximately $200K of retraining of Air Force and contractor operators/maintainers; - Would require an additional support and maintenance contract; - Would increase the likelihood of downtime; - Will increase the risk of compromise of the mission (coming hurricane season (starting 1 June) which depends on the TIE for warning and relief operations). (3) It is also true that: - Maintaining the status quo of high availability and reliability is required for mission support; - The EMC switch will provide redundant, hot-pluggable components and a non-disruptive upgrade; - Trained AF personnel to maintain it; and - It eliminates the learning curve for system operators/maintainers. c. Additional Facts: (1) This product and service cannot be purchased from other vendors due to the nature of the reliability and stability required by NORAD/USNorthcom for this application. High availability is maintained through the stability of keeping single source switching equipment and trained personnel. This high availability and stability is maintained by 24X7 support from technicians that have been maintaining them since 12/28/2005. Purchasing a the switch or a different switch from another vendor will introduce variability into an otherwise stable system with the potential to result in a negative impact. This is not acceptable as the system requires the highest reliability possible to support it?s critical mission of crisis support. (2) The technicians currently supporting the switches are familiar with their workings in our environment, eliminating the learning curve required for any new service provider. A new service provider will introduce a variable into an otherwise stable environment. This is not something we want to introduce as we head into hurricane season. We need this equipment for vital communications with tenant commands for this crisis support. d. Public Notice: A notice was posted by 21 CONS/LGCBA on FedBizOps, 8-12 May 06 announcing the intention to purchase this equipment as a sole source. e. Barriers to Competition: N-NC is continually evaluating the latest technology. Technical refresh assessments of equipment and services are conducted at least annually. A tech refresh means that the market is evaluated for the best equipment to replace the old. During the most recent tech refresh, EMC was deemed the best provider for equipment and services. The next technical refresh assessment is scheduled for 2007. 2. I certify that this single/sole source request is accurate and complete to the best of my knowledge and belief.
