Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The reference number for this effort is PRN 43859 and the solicitation is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/. This is a set aside for small business. The associated NAICS Code is 322211 and the small business standard is 500 employees. This requirement consists of Two line items: Line Item 01: Corrugated Cardboard Sheets. Quantity of 87,000 16? x 24? Sheets of Corrugated Cardboard according to the following requirement: USDA requires the sheets be cut to a size of 16? x 24?, the corrugated sheet shall be in accordance with ASTM D 4727: TYPE OF CLASS: Domestic Variety: Single Wall Grade: ?E? Flute. Corrugated Sheets will be cut - Rotary, Die or otherwise 250 lb Kraft Bonded paper with starch adhesive, 16? wide X 24? long. Flutes are to run parallel to the 16? short plane. Corrugated Sheet must be a minimum of 35% Kraft paper. The corrugated sheets must also be free of all insecticides, chemicals or materials that may be injurious to Pink Bollworm Larvae. The corrugated sheets must be natural or white in color. Line Item 02: Delivery is to be accomplished in three shipments of 29,000 sheets each FOB Destination. Award is subject to First Article Approval-Government Testing, and inspection and acceptance testing at destination. First Article samples and production quantities shall be produced at the same facility. Shipments will begin with the first shipment arriving at Phoenix AZ on June 1, 2006; 2nd shipment of 29,000 sheets to arrive at Phoenix AZ on July 3, 2006 and the third and final shipment of 29,000 sheets to arrive by August 15, 2006. All shipments are to be packaged on pallets of 3600 per pallet. Deliverables will be at FOB Destination to: USDA APHIS PPQ PBWRF 3645 East Chipman Road Phoenix AZ 85040-2927 ATTN: Ernie Miller. We require three shipments of 29,000 sheets each beginning with the first shipment to be delivered on June 1, 2006, 2nd Shipment on July 1, 2006 and the third shipment on August 12, 2006. The Instruction to Offerors-Commercial Items 52.212-1; Evaluation-Commercial Items 52.212-2; The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; (2) ability to meet the required delivery dates; (3)past performance; (4)Price. Technical capability, ability to meet the required delivery dates and past performance when combined, are approximately equal to cost or price. The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation; 52.209-4 First Article Approval Government Testing; The contractor shall return a completed copy of the Offeror Representations and Certifications with their quotation. A copy of the provision may be attained from http://www.arnet.gov/far. The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. The clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition. Numbered Note 1 applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
