- This pre-solicitation synopsis is for a Thousands Blocks Pooling Administration requirement. This synopsis is prepared in accordance with FAR Subpart 5.2. The Government?s requirement is to contract with a vendor that will serve as an independent designated entity responsible for administering Thousands-Block number pools by assigning, managing, forecasting, reporting and processing data that will allow service providers in rate areas designated for Thousands-Block number pooling to receive telephone numbers in blocks of 1,000. Thousands-Block number pooling is a resource optimization strategy which enables carriers to receive telephone numbers in blocks of 1,000, rather than 10,000, thereby promoting a more efficient and effective use of numbering resources. Since its implementation, Thousands-Block number pooling has substantially helped conserve NANP resources, and extended the projected exhaust of the NANP until approximately 2036. In 2005 alone, the Pooling Administrator processed over 100,000 applications for 1,000 number blocks and assigned close to 56,000 blocks. Pooling of telephone numbers has saved 25,557 central office codes (exchange numbers) from exhaustion. This requirement is for a follow-on contract of an existing contract which was awarded on 2001 to with NeuStar, Inc. and expires in June 2006. Services are to cover a one year base period and four one-year option periods. The Government anticipates the release of Solicitation No. SOL06000004 within 2 ? 4 weeks predicated on a full and open competition basis. Anticipated award date is September 2006. The Government anticipates a vendor response time of 30 days after release of the solicitation.
