Description
The High Level Training for Egyptian Bankers and CBE Staff project funded by the USAID and implemented by the Egyptian Banking Institute (EBI), is in the process of procuring the following items: 1- Personal Computers a- Instructors PCs (Qty. 4) Intel Pentium 4 (3.0GHz), 4GB, 2x160GB SATA, 17" TFT, DVD Rewritable, Gigabit Ethernet, 220 v 50 Hz b- Trainees PCs (Qty. 80) Intel Pentium 4 (3.0GHz), 2GB, 160GB SATA, 17" TFT, DVD ROM, Gigabit Ethernet, 220 v 50 Hz 2- Network Switches - workgroup switches (Qty. 4) 24 x (10/100/1000) Base TX auto-sensing switched ports including TWO 1000 base-SX 3- Projectors a- Lectures? Rooms Projectors (3000 Ansi Lumens) (Qty. 4) b- Computer Labs? Projectors (4000 Ansi Lumens) (Qty. 4) c- Conference Room Projectors (5000 Ansi Lumens) (Qty. 2) Evaluation Criteria: (a) All Equipment should maintain a source and origin US nationality (Authorized Geographic Code refers to the following: Code 000 U.S. Source and Origin) (b) EBI intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror?s initial offer should contain the offeror?s best terms from a price and technical standpoint. However, EBI reserves the right to conduct discussions if later determined by EBI to be necessary. EBI may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (c) Awards will be made within ninety (90) days after the offer opening date. Only when USAID or the Egyptian Banking Institute has approved a written request by the purchaser to extend the period for evaluation and award, may offerors be requested to extend the validity of their offers. (d) EBI will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the requirement (2) Past Performance (3) Price Technical and past performances, when combined, are scored 65%, while cost or price is scored by 35%. (e) A ?responsible? offeror is one who has the technical expertise, management capability, workload capacity, and financial resources to perform the work. The offer of any Offeror found not to be responsible can be rejected. (f) A ?responsible? Offeror is one who has a local representative in Egypt.
