Description
The U.S. Army Medical Materiel Agency (USAMMA) has an urgent requirement for a contractor to furnish the core components of a 160 bed Mobile Field Hospital (MFH). The core components of the hospital are commercial- off-the-shelf (COTS) products (No te: no patient treatment medical equipment, such as beds, ventilators, monitors, etc. are required). The Army's functional performance requirements for the MFH are that it shall contain the following operational areas: 1) patient ward shelters to accommod ate 130 acute care patients; 2) shelter area designated for emergency triage and treatment which connects with patient wards; 3) a designated shelter for a command post; 4) designated shelters for central materiel supply (CMS) activities; 5) a shelter area designated for surgical pre and post operative care patients (shall interface with the patient ward complex and be an intermediary point between the operating room and the intensive care unit); 6) a shelter designated for a six-bed step down unit to be co nnected with an existing Clearbrook(r) hard shelter system being used as the Intensive Care Unit (ICU) on one end and the Surgical Pre and Post Operative care area on the other; 7) a shelter designed for Medical Supply; and 8) additional shelter(s) for MF H personnel use (staff meeting area and a break and feeding area) which will be connected to the hospital complex. The MFH shall include, at a minimum, the following equipment and accessory components: soft-shell shelters, power supplies, HVAC (to include adequate heating, ventilation, air conditioning units, ducts, and connectors to maintain a temperature-controlled environment in all areas of the hospital); negative and positive pressure throughout the patient care areas, air filtration (ozone and UV), s upply and waste water system, and hygiene facilities. The MFH shall be compatible and interface with Government Provided Equipment (GPE) which includes pre-existing MFH components (Spevco(r) OR trailer, ClearBrook(r) containers, Natick expandable one side Radiology ISO container) to allow for complete integration into the total MFH complex. The aspects of transportability, portability, mobility, design, assembly, disassembly, functionality, compatibility and connectivity shall be taken into account in eac h offeror's quote presented to meet this requirement. A key aspect of this MFH is to have the capability of setting up and being operational within twenty-four hours from time of arrival on location. Set and strike time using four to six people with a mi nimal amount of equipment is a critical aspect of this need. This procurement will be processed under the procedures prescribed in FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures and the Army is looking for a prop osal that will represent the best value to the Government. Request for the solicitation package should be received NLT 15 May 2006. It is anticipated that the Government will release the solicitation for this requirement on or about 26 May 2006 with an a nticipated closing date of 23 June 2006. Questions about the procurement will be due to the Contracting Officer on or about 6 June 2006 and a pre-quotation conference will be conducted on or about 9 June 2006 at Fort Detrick, MD. Interested contractors m ay be provided an optional opportunity to demonstrate their products on-site at Fort Detrick.
