- Description
- The subject solicitation is hereby amended to incorporate the following changes: A. The number and title of the section is added after the title Description (on page 1) of the solicitation to read: 1.0 SYNOPSIS / SOLICITATION B. The following requirement is added to Section 2.0, Description/Specifications, of the solicitation: COMPLIANCE WITH SPECIFICATIONS The offerors shall prepare and submit with their proposal for the proposed vehicle model a detailed matrix indicating that the specifications of the model offered are in compliance with the required minimum specifications as set forth in Section 2.0, Description/Specifications, of this solicitation. The Government will not accept any deviations to the required minimum specifications. Any deviations exceeding the minimum specifications shall be clearly stated in the remarks column. Product literature shall be provided as supplement to the specification data of the proposed model. C. The paragraph Due Date and Submission of Proposals of the solicitation is revised below to specify the number of copies of the proposals to be submitted: DUE DATE AND SUBMISSION OF PROPOSALS The proposals, including original and two copies, shall be submitted on or before Tuesday, May 16, 2006, 15:00 hours local time, in a sealed envelope marked Proposal SGE500-06-R-1035 for the attention of Mr. Tahir Siddiq, Contract Specialist, Tel: (++49) 69 7535-3332 or 3300, to the following location: American Consulate General Regional Procurement Support Office Giessener Strasse 30 60435 Frankfurt am Main, Germany Note: Offerors shall submit their Price Proposal separately from the rest of their proposal, e.g., Technical Proposal (including past performance etc.), as the Price Proposal will be evaluated independently. D. The following answers to the questions posed by potential offerors are provided: Question 1: In reference to this solicitation, I noticed that your specifications were fairly distinct in nature. Is there a specific brand name or model that you had in mind for this solicitation? Answer 1: The solicitation does not describe a specific brand name or model. The vehicles must meet the minimum specifications set forth in Section 2.0, Description/Specifications, of the solicitation. Question 2: Reference to the solicitation, would appreciate if you can please indicate the manufacturers for the respective vehicles requested. Answer 2: The solicitation does not require the vehicles to be of specific manufacturers. Question 3: Is submission of a "Bid Bond" required for the tenders? Answer 3: A bid bond for the subject solicitation is not required. Question 4: How many sets of original bid documents are required? (Original copy only?) Answer 4: The original and two copies of the proposal are required (see changes to the Paragraph “Due Date and Submission of Proposals” in this Amendment). Question 5: Should all the bidding documents be submitted solicitation by solicitation? Answer 5: Yes, the proposals must be submitted for each solicitation separately. Question 6: Documents required for bidding are shown in FAR 52.212-1. If any other documents are required, please give us what kind of documents are necessary in addition to the FAR 52.212-1. Answer 6: All other documents and information to be submitted by the offerors are described in Section 5.0, FAR 52.212-2 Evaluation - Commercial Items (JAN 1999), of the solicitation. Question 7: Where can we get Standard Forms required in the website of fob.gov? (other than SF1449 which is attached in FAR 53). Answer 7: Offerors are only required to submit the Standard Form 1449 with their proposals. Question 8: We understand that the Clause of "product samples" stipulated in the FAR 52.212-1 (d) is not applied to the captioned tenders. Is this right? Answer 8: The solicitation does not require offerors to submit product samples. Question 9: Will we be exempt from sales tax for the vehicles that are manufactured within Pakistan? Answer 9: Yes. The Government will obtain exemption certificates for sales and other taxes on locally assembled or manufactured vehicles. The offeror’s local assembler or manufacturer will have to provide the necessary documentation enabling the Government to obtain the exemption certificates. The Government will also obtain customs clearances and exemption certificates for the imported vehicles which shall be marked/labeled for the American Embassy, Narcotics Affairs Section (NAS), Islamabad, Pakistan. E. All other terms and conditions of the solicitation remain unchanged. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-MAY-2006); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
