Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.fbo.gov/ Solicitation F2Q3696103A100 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This acquisition will be 100% small business set-aside. The North American Industry Classification System (NAICS) code is 811213 with a small business size standard of 6.0 million dollars annually. The Service Contract Act and Wage Determination 1994 – 2544 Rev # 38, dtd 5/23/2005 is applicable. The 1st Contracting Squadron has a requirement for the Technical Installation services for the B1850 board and provide technical assistance to NICE and Customer as well as the purchase of a Maintenance Spare (extra board) at Langley AFB, VA 23665. LAFB Fire Department purchased a NICE analog recording system. They have a need to record radio traffic on 6 talk groups of the existing trunking system. The customer will be providing a B1850BA 8 Talk group Logging Board to be installed in the existing CEB located at B-407. The customer will be providing 8 end-to-end audio circuits between B-407 and the Fire Department equipment room. The contractor will be doing the technical installation services for the B1850 board and provide technical assistance to NICE and Customer. The contractor will use the Motorola R56 Manual, Standards and Guidelines for Communication Sites as its installation guide in all situations where the customer specifications and local codes do not apply. Pricing is based upon the assumption that installation work will be performed during normal business hours, Monday through Friday. The contractor warrants that its Services under this purchase order will be free of defects in materials and workmanship for a period of ninety (90) days. EXCLUDED SERVICES: A. Service does not include the repair or replacement of Equipment that has become defective or damaged due to physical or chemical misuse or abuse from causes such as lightning, power surges, or liquids. B. Service does not include repair or maintenance of any transmission line, antenna, tower or tower lighting, duplexer, combiner, or multicoupler. The contractor has no obligation or responsibility for any transmission medium, such as telephone lines, computer networks, or the worldwide web, or for Equipment malfunction caused by such transmission medium. C. Service of Equipment does not include items that are consumed in the course of normal operation of the Equipment, such as, but not limited to, batteries, magnetic tapes, and computer supplies. D. Service does not include reprogramming of Equipment; accessories, belt clips, or battery chargers; custom or Special Products; modified units; or software. E. Service does not include certification programs, software support, reprogramming, or modifications to Equipment related to assuring the correct processing, providing, or receiving of date data from, into, or between the year 1999 and the year 2000. The following contract line items are applicable to this solicitation: CLIN 0001: Technical Installation Services. Contractor will provide the following: * Verification of CEB Firmware upgrade for adding B1850BA Logging Board. * Installation of CFE B1850BA Logging Board and CEB programming as necessary. * Verification of Customer Furnished 6 to 8 Telco lines connectivity between B-407 and FD Equipment room . * End to end audio level setting from CEB B-407 to FD Equipment Room. * Installation of Telco line surge protect. * Technical assistance to NICE and Customer with interfacing the talk group audio from the CEB and Local audio sources. * Technical assistance to NICE and Customer with optimization of the system and operational customer training. * Equipment grounding. * Telco line surge protection. * As-built documentation. CLIN 0002: Purchase of B1850 Board. (Maint Spare) Place of delivery for acceptance and FOB point will be 87 Sweeney Blvd, Langley AFB, VA 23665. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instruction to Offerors—Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The clause at 52.212-2 Evaluation of Commercial Items.
