Description
The Smithsonian Astrophysical Observatory (SAO) intends to award on a sole source basis, a purchase order to Virginia Diodes, Inc. (VDI) of Charlottesville, VA for the following item: one (1) each P/N: WR-0.65 (X9) Frequency Extension Module, Specifications are: Output/input power: 0.002/30mW typical from 1420-1500THz; Configuration: {WR-1.9X3} + {WR-0.65X3}; Input flange: WR-5.7, UG-387/U-M; Output horn: smooth-walled feedhorn, gain 22Db (nom.). Smithsonian Astrophysical Observatory currently uses Virginia Diode multiplier modules for the Submillimeter Array Project, Antenna Receiver, on the summit of Mauna Kea, Hawaii. The current modules used, are in the lower frequency range (below 1 THz) and have proven to be a reliable product. Virginia Diodes has developed a new series of fixed tuned multipliers at 1THz that are based on planar diodes vs. the point of contact diodes used previously. These newer multiplier modules are more reliable because they do not require mechanical backshort and the elimination of the point of contact results in a less fragile, more robust unit. After performing market research, SAO has concluded that there is no commercial device currently manufactured that provides the features of this device and meets SAO's requirement. Contractors interested in this requirement should submit a complete technical package that provides clear and convincing evidence that they can meet SAO's requirement. A determination by SAO not to compete this proposed purchase order, based upon responses to this notice, is solely within the discretion of SAO. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is 100% set-aside for small business, class code: 3345, size standard: 750. Delivery is six (6) weeks ARO. This acquisition is being conducted under the guidelines as set forth in the simplified acquisition procedures (SAP). No written solicitation will be issued for this requirement. Anticipated award date is 31 may 06
