Description
NASA/JSC has a requirement for the follow-on to an investigation of the modeling of physical interactions of incident ionizing radiation particle transport through silicon-based semiconductor materials. NASA/JSC intends to purchase the service from Foster Consulting Services, LLC (Foster) as a follow-on to purchase order NNJ05HB44P with Foster. Foster has completed the initial investigations, and this effort will draw on Foster's findings and continue to develop them to further advance the capability of NASA-JSC-EV's radiation modeling techniques. Interested parties shall be able to further develop the findings investigated under the original purchase order, seamlessly utilizing the ideas and lessons learned from the initial investigation utilizing unbiased research methods. If a new contractor was awarded this effort, the time, effort, and costs already completed by Foster to work through and understand the results that Foster has already developed would be duplicated, significantly setting back progress. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. CST on May 19, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
