Description

In accordance with FAR 6.302-1, and under the authority of 41 U.S.C. 253(c) (1), the General Services Administration, Public Building Service, Dallas Service Center intends to solicit the six known local installers of Notifier Fire Alarm Systems in the Dallas/Fort Worth area for a competitive procurement, on an other than full and open basis. The Government?s requirement is for the replacement of the Earle Cabell Federal Building?s Fire Alarm System, at 1100 Commerce Street, Dallas, TX with a Class A, Notifier Fire Alarm System, to be installed by a certified Notifier installer. This is a firm requirement based on the fact that the connected federal building has recently been equipped with a Notifier brand Fire Alarm System. Therefore, in order to be able to connect and communicate between alarm panels and systems, components need to be from the same manufacturer to assure inter-operability and compatibility. Notifier manufactured equipment, like virtually all fire alarm systems on the market, are proprietary in nature, to include both hardware and software components. They also require the use of manufacturer certified installers. This notice is not a request for competitive proposals. No solicitation packages will be available, except to the known local installers of Notifier Fire Alarm Systems. A determination to provide for other than full and open competition is within the sole discretion of the Government.
