Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number RFQ-06-227 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The NAICS Code for this solicitation is 334516 and the size standard is 500 employees. The solicitation is 100% set-aside for small businesses. The Bureau of the Public Debt (BPD) on behalf of Tax and Trade Bureau (TTB) is requesting a quote for the FIAstar 5000 Analyzer equipment, or equal. Quotations must include all line items, no partial quotations. Line Item 1). Quantity 1. Part # 5000220 FOSS FIAstar 5000 Analyzer Automatic For Free and Total SO2 Analysis or equal, Specifications include FIAstar 5000 Analyzer Module 110-240 V, 50-60 Hz comprising of Basic Module including: Injection Valve, Pump Module, Cassette Holder, Built in Thermostat, DDW Detector and Accessory Kit, FIAstar 5000 SoFIA Software package for Windows 98, 2000 and XP Free and Total S)2 Cassettes 5027 Sampler, Sample Cups, 12 ml, 2000/pkg. The analyzer equipment must meet the following requirements: 1). No use of hazardous materials. 2). No use of air bubbles to carry the sample. 3). Stabilization time of less than 15 minutes. 4). Sample volume requirements of 20-400 uL. Line Item 2). Quantity 1. Part # Z5000 0300 Color reagent. Line Item 3). Quantity 1. Part # Z320000289 PC Unit ? Compaq dx2000 Microtower. Specifications include 3.0GHz Intel Pentium 4 processor w/HyperThreading, 512MB RAM, 80GB hard drive, 48X24X48 CD-RW/16X DVD-ROM, 1.44 MB Floppy, 10/100 Ethernet, Windows XP Pro OR Windows 2000 Pro. Line Item 4). Quantity 1. Part # Z320000014 17? Flat Screen Monitor. Line Item 5). Quantity 1. Part #Z320000269 HP DeskJet 5550 Printer. Line Item 6). Quantity 1. Part #Z320003050 Powervar 350. Installation and training must be included. Warranty and manuals on installation, operation, maintenance, and troubleshooting. The evaluation of quotes and the determination as to equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and reasonable to the purchasing activity. To insure that sufficient information is available, the vendor must furnish as part of their quote all descriptive material necessary for the purchasing activity to determine whether the products meet all characteristics of this requirement. The Government will award to the responsible offeror whose offer conforms to this solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, the ability to meet the technical requirements, past performance, and price. Technically acceptable proposal must show that the offeror can meet the technical requirements of the Government. Items are to be quoted FOB Destination and delivery shall be made to: TTB, NLC, Alcohol & Tobacco Laboratory, 6000 Ammendale Road, Beltsville, MD 20705, within 30 days of award.
