- NAVAIR Orlando TSD intends to award a sole source Firm Fixed Price contract to Computer Science Corporation (CSC) for the acquisition of the Remote Mine-Hunting Vehicle (RMV) Operator Trainer. The RMV is being developed to train operators to develop the psychomotor skills required for the direct control input to the RMV for safe deployment and recovery. CSC will be responsible for develop, deliver, install, and test the trainer. This sole source award is based on FAR part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirement. Anticipated award date is end of May 31, 2006 and the period of performance is 3 months. The estimated dollar value for this effort including options is $400K. A market survey was conducted under reference number N61339-RMVOT on April 18, 2006. Upon the closing date of the notice, it is in the best interst of Navair Orlando to go sole source with CSC for this requirement. RMV provides organic mine detection capabilities within a Battle Group. As part of the system, the RMV is a semi-autonomous, semi-submersible vehicle that is deployed from the DDG-51 and LCS class of ships. The RMV is operated in both a semi-autonomous mode from the combat information center (CIC) and from direct remote control by an operator on deck during deployment and recovery. RMV-OT systems will be based on the commercially available Conning Officer Virtual Environment (COVE) product and are proposed for use at Fleet Training Center, San Diego and shipboard to support the training of the RVDOs during the development of the required psychomotor skills. The RMV-OT shall consist of the following commercial items: a. One Version 1 COVE Simulator System to include the following commercially available features: (1) RMV and LCS visual and hydrodynamic models with ownship interaction. (2) A davit crane model for RMV launch and recovery, including tag and towline forces. The RMV is stern launched from the LCS. (3) Simulated Remote Operator Pack (ROP) interface. (4) A visual image display system. (5) Instructor station scenario monitoring system. (6) Communication System. (7) One spare hard drive for each system computer. (8) One 300 gigabyte external USB hard drive to be used for ghosting system hard drives. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and technical capability statement in response to this notice. Navair Orlando Contracts shall consider all response. Proprietary data in the response will be protected where so designated. Any response to this synopsis will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this synopsis or the Government for use of such information.
