Description
Notice of intent to negotiate a sole source contract with Northrop Grumman Denro Systems (NGDS) for depot-level repair of the Lowest Replaceable Units (LRUs), including, but not limited to, all hardware, software, and firmware in support of the Small Tower Voice Switch (STVS) owned by the US Army and operated at 37 locations. Fort Rucker Directorate of Contracting believes NGDS is the only capable source possessing the experience and authority to complete repairs of this nature for the equipment to be repaired. NDGS is the manufacturer and retains all proprietary rights to the systems as well as copyrights including drawings. LRUs will be sent to the contractor for repair in quantities of ten (10) or less at a time. The contractor shall repair and ship the LRUs within thirty (30) calendar days after receipt (up to ten (10) failed LRUs). The repair turn-around time shall be mutually agreed upon between both parties for LRU quantities greater than ten (10) at a time. Upon receipt of a failed LRU, t he contractor shall initiate the following standard repair procedures for each LRU: (a) Log the LRU into the Contractors database (b) Visually inspect the LRU for physical damage (c) Clean the LRU (d) Bench test the LRU using standard test equipment (e) Isolate all faults (f) Disassemble the LRU to a level that allows appropriate repairs (g) Repair the LRU (h) Incorporate any approved upgrades to the latest backward compatible revision level for the LRU (i) Reconfigure and calibrate the LRU to the appropr iate system (j) Test the LRU (k) Conduct Quality Assurance tests to verify functionally, adherence to the latest drawing and software versions, and to ensure the LRU is correctly configured for return to the Army STVS site. (l) Ship the LRU and certificat ion of repair to the Army Depot. Note: All LRUs shall be packed in an antistatic bag and shipped in a fast pack or other appropriate package to ensure no damage occurs during shipment. Period of Performance will be a base period through 30 September 2006 and an option period of 1 October 2006 through 30 September 2007. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be used solely for the purpose of determining whether a competitive solicitation will be issued.
