Description
Scope of Work. This Statement of Work (SOW) defines the operating hours, duties, and responsibilities of the Contractor providing Range Support and Training Support Center Operations. This work shall be conducted at U.S. Army facilities, to include ranges, and with U.S. Army-approved equipment. 1. Place(s) of Performance. The Contractor shall provide support within the Areas of Operations for which the RTSC-B has responsibility within the Balkans, which consists of Camps Bondsteel and Monteith in Kosovo, and RTSC-B future areas of operations. 2. Duty Hours. a. Training Support Center (TSC). Operating hours at the TSC are 9-hours a day, six days a week. Operating hours are driven by Unit-Scheduled usage times and may require work on any day, during any time of the day or night. Contractor personnel shall provide support to Unit opportunity training as required, but not more than 54 hours a week. b. Range Support Team. The Range Support Team workdays are normally Mondays through Saturdays. However, operating hours are driven by Unit Range Schedules and may require work on any day of the week, and during any hour of the day or night. During non- Range Schedule days, Contractor personnel shall provide services 8-hours a day per person. On Unit Range Schedule days, Contractor personnel shall provide services 10-hours a day per person (not to exceed 60 hours per week per person). The range support team shall be given a lunch break of one hour (to be scheduled by the TOR during Range days, and from 1200 to 1300 hours on non-Range days). 3. Requirements. a. All work shall be performed in accordance with applicable procedures of the 7A JMTC, Training Support Activity Europe, and the Regional Training Support Center - Balkans. (1) Task 1: Training Support Center Attendant. The Contractor shall perform the following customer service duties for the deployed Training Support Center, as directed by the Government on-site representative. (a) Relocate, ship, and/or transport equipment, supplies, and parts as required for management, operations, and support of the deployed Training Ranges, Weapons Training Simulators, and Training Support Centers. (b) Operate Government-furnished tactical and non-tactical vehicles in the DoD vehicle fleet in accordance with the established rules and regulations of AR 58-1 and UR 58-1(Motor vehicles regulations), Attachment ____. (c) Establish and maintain stock records and other documents associated with inventory control, materiel control, accounting and supply reports. The Contractor shall conduct inventories as directed by the Government Representative. (d) Establish and maintain automated and manual accounting records, and post receipts and turn-ins. The Contractor shall review and verify quantities received against bills of lading, contracts, purchase requests, and shipping documents. (e) Unload, unpack, visually inspect for serviceability (and report any discrepancy to the Government representative), count, segregate, palletize, and store incoming supplies and equipment. The Contractor shall also visually inspect and ensure serviceab ility of all equipment being issued to, or received by, units in the AOR and report any discrepancies to the Government representative. (f) Maintain and administer document control procedures. (g) Prepare items for shipping, to include constructing and repairing shipping containers, and preparing appropriate shipping documents. (h) Operate the Materiel Army-Wide Tracking System (MATS), which includes every aspect the system is capable of performing per the MATS operating manual. (i) Maintain cleanliness and accountability of assigned equipment and facility. (2) Task 2: Range Support Team. The Contractor shall provide Technicians who shall: (a) Perform the following training preparation activities: Obtaining, servicing, transporting, emplacing, moving, integrating, and installing the remote-control systems (mechanical, computer, electrical, or RF) used to control and operate U.S. Army targetry in a U.S. Army Training Range environment. (b) Perform the following training material support duties: (1) Test U.S. Army targetry operating functions to support planned unit engagement scenarios with RF transmitters (by mechanical or manual means, or by instruction to a remote computer operator in the Training Range Control Tower). During testing, the Cont ractor shall provide the Training Range Control Tower with a computer operator as required. (2) Test the functions of all lifters and moving targets to be employed by the unit, either singly or in group placements. (3) Test and/or operate moving target rail and trolley movement, speed, and automatic return functions. (4) Test heating/infrared visibility of heated targets. (5) Conduct pre-training evaluations to ensure all training systems are functional and capable of supporting the training exercises. (c) Perform the following training exercise support duties : (1) Install electrically-ignited explosives or smoke charges in U.S. Army targetry containers designed for that purpose. (2) Connect cabling between the charges and power/control sources. (d) Perform the following pre-exercise training support duties. (Note: Electrical power for U.S. Army targetry (to include lifters, controllers, and targets) shall be furnished by Nickel-Cadmium special batteries, normal lead-acid batteries, engine-opera ted generators of various sizes, or 220 volt alternating current power lines.) (1) Place, interconnect, fill up, and test/operate engine-operated generators. (2) Install required batteries, check for sufficient charge and make operational connections and tests. (3) Service batteries and keep them charged as required. (e) Perform the following maintenance support duties: (1) Repair or renew U.S. Army doctrinal targets, including the removal of heating foil, interconnecting connectors, and plugs; test cabling; patch holes. (2) Repair lifter devices (infantry and armor) to manufacturers specifications. (3) Maintain, service, and perform minor repairs on U.S. Army ranges, to include building target pits with different types of timbers, and lining other areas with sandbags and other items that support safe operation of Ranges. (4) Clean, wash, change oil, refill fuel, perform minor repair, operate and test engine-operated generators of various sizes and manufacture. (5) Repair or renew targets to the maximum extent possible to conserve Army resources and funds. (f) Perform the following live-fire training support duties: (1) Assist (moving any necessary equipment) training troops during live and simulated firing exercises. (2) Report damages to targetry, or any need for special equipment, to the Government Representative. (3) Load, unload, move, and transport damaged targets and lifters for repair, replacement, or disposal at pre-determined down times or at the firing units request. (g) Perform general carpentry support duties to include: (1) Design and build U.S. Army doctrinal Training Targets ranging from individual-targets to vehicle-type targets, per direction from the on-site Government Representative. (2) Build target pits and platforms to support all U.S. Army targetry requirements for individual- and vehicle-weapon systems. (3) Obtain, service, transport, emplace, move, and install up to five or more types of mechanical- or static-type target platforms, which can weigh anywhere from 15 pounds to 400 pounds. (h) Perform Range operation duties to include: (1) Install U.S. Army targetry and targets in the impact area(s) IAW a predetermined plan (provided by the on-site Government representative) in hardstand, improvised, or other required positions and IAW RTSC-B External SOP. (2) Load, unload, move, and transport damaged targets and lifters for repair, replacement, or disposal at pre-determined down times or at the firing units request. (i) The Contractor shall operate Government-furnished tactical and non-tactical vehicles in the DoD vehicle fleet in accordance with the established rules and regulations of AR 58-1 and UR 58-1(Motor vehicles regulations) Attachment ___. (j) Perform physical labor involved in Firing Range operations (e.g., loading/unloading of training range targetry supplies, scrap, and trash related to their targetry duties, etc.). (k) Maintain work areas in a clean, orderly, and safe condition at all times.
