- MKS INTEGRITY SUITE SOFTWARE The 12th Contracting Squadron at Randolph AFB intends to award a contract on a Sole-Source basis for the purchase of items listed in the Description of Supplies. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This requirement is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The NAICS Code is 511210; size standard $23 million. IAW 10 U.S.C. 2304c (1) , as implemented by FAR Part 6.302-1-- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Firm Fixed Priced Award will be in accordance with the following Description of Supplies: DESCRIPTION OF SUPPLIES/SERVICES A. Following items will be provided: CLIN: 0001 Description: Licenses Quantity: Twenty (20) CLIN: 0002 Description: Integrity Essential Customer Care Quantity: One (1) CLIN: 0003 Description: Professional Service Quantity: One (1) CLIN: 0004 Description: Training Quantity: One (1) C. Period of Performance: From Date of Award (May 2006) through 30 September 2006. JUSTIFICATION: This acquisition is proprietary in nature. The procurement items are to upgrade the current MKS system while retaining the mission essential software development documentation stored in the software tool. The emergence of improved software development tools such as Oracle JDeveloper places AFRS in a situation which requires it to update the current version of its configuration control software because the version of MKS being utilized does not support the version control of software documentation created and maintained with Oracle JDeveloper. As AFRS has directed the usage of Oracle JDeveloper for its future releases of the Air Force Information Support System (AFRISS) used by all Air Force Recruiters worldwide, the current version of MKS must be updated. Over the past five years all configuration control documentation has been stored in the current version of MKS software. This documentation is mission essential and must be migrated in order to sustain software development operations. The requirement to migrate mission essential software documentation from the current MKS system into MKS Integrity Suite makes MKS uniquely qualified to complete the migration as MKS is the only company known whick can provide an upgrade to our current product. Additionally, MKS is uniquely qualified to provide installation and training instruction as they are the only known certified instructors of MKS Integrity Suite. CONTRACT TERMS AND CONDITIONS Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized.
