- The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Dr. Giovanna M Spinella, 2813 W George Mason RD, Falls Church, VA The contractor is required to: 1. The Contractor period of performance shall be May 1, 2006 through April 30, 2007. 2. The Contractor shall have at least twenty years experience as a Medical Officer and a practicing pediatric neurologist 3. The Contractor shall fully understand the NIH structure and function. 4. The Contractor shall be able to provide appropriate advice and guidance on providing cutting-edge biomedical and clinical research information in an easily understood presentation to the public including patient advocacy groups, researchers, and clinical healthcare providers. 5. The Contractor shall have theoretical and applied clinical knowledge of many of the more than 7,000 rare diseases and their treatments. 6. The Contractor shall have the knowledge of NIH rare diseases programs and the ability to contact researchers and health professionals at NIH and throughout the Nation almost immediately. 7. The Contractor shall coordinate for the ORD Director the implementation of model pathways (models) to facilitate the translation of genetic tests from research laboratories to clinical practice. 8. The Contractor shall coordinate all levels of review and implementation, including the Program Scientific Advisor, the Program Coordinator, and a Review Board. 9. The Contractor shall monitor the progress of the program, integrate them into plans for reaching overall goals and report findings to the Director of the Office of Rare Diseases. 10. The Contractor shall evaluate progress and develop means by which this pilot program can be completed and translated into a larger, and more comprehensive NIH program. 11. The Contractor shall develop plans to expand the program that incorporate biomedical collaborations, resources and develop a clinical and genetic data base that shall include genotype and phenotype information. 12. The Contractor shall provide guidance and advice on the necessary approaches for ORD to collaborate with rare diseases patient advocacy groups. 13. The Contractor shall develop approaches that facilitate the group?s efforts in navigating the NIH structure and function. 14. The Contractor shall coordinate collaborations between the groups, the ORD, and NIH Institutes, Centers, and/or Offices. 15. The Contractor shall assist ORD?s collaborative efforts with these organizations in determining strategies to establish and reach research goals and facilitate the integration of these goals into the rare diseases research as a whole. 16. The Contractor shall, as necessary, meet with the leadership of patient support organizations and their medical and scientific advisory boards, connect them with appropriate program staff across the NIH, and propose approaches for the ORD Director. 17. The Contractor shall assess individual conference proposals in terms of their relevancy to ORD goals, determining possible collaborating institutions and organizations across the NIH and elsewhere. 18. The Contractor shall provide guidance and advice on the necessary approaches for the ORD to collaborate with rare diseases patient advocacy groups. 19. The Contractor shall advise on and/or participate in several national and international scientific conferences on rare neurological diseases and conditions for FY 2006 and FY 2007 and shall review resulting summaries and reports for needed follow-on activities. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition
