Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Intelligent Automation, Inc., Rockville, MD, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, relative to research management services for extending NIST programs in the application and development of systems for topographic measurement of bullets and casings for ballistics identification. This is a sole source requirement as the vendor has crucial data (e.g., bullet materials and surface topography) accumulated from a previous effort. The incumbent contractor has extensive expertise in both the ballistics characterization and 3D surface topography measuring to permit re-analyzing of collected data by refined methods. A fixed price purchase order will be issued on or about May 26, 2006 with a 12-mo. performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. See Note 26
