Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; Quotations (RFQ) are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotation number 3645-05-01. The solicitation is 100% set-aside for small businesses. NAICS Code is 334516 and the size standard is 500 employees. Company to provide the following item: (1)Total Organic Carbon (TOC)/Total Nitrogen Analyzer (TN). TOC analyzer for liquid analysis must meet the following requirements: Catalytic combustion non-dispersive infrared (NDIR) detector, TC/IC/NPOC/DOC capable, range of 0.1-6000 ppm. TN must meet the following requirements: Chemiluminescence with photo-multiplier, range of 0.05-600 ppm. Simultaneous TOC/TN measurement. Precision less than 0.02%. Autosampler shall have small sample volume (less than 10ml) and high sample capacity (greater than 80 vials). Short sample analysis time of less than 10 minutes. Low power consumption (less than 1000 VA). Carrier gas mass flow control, combustion oven temperature control with auto on and off switch. Computer controlled peak editing of integrated areas. Software and training must be included. Warranty and manuals on installation, operation, maintenance, and troubleshooting. The evaluation of quotes and the determination as to equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and reasonable to the purchasing activity. To insure that sufficient information is available the vendor must furnish as part of their quote all descriptive material necessary for the purchasing activity to determine whether the products meet all characteristics of this requirement. The Government will award to the responsible offeror whose offer conforms to this solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, the ability to meet the technical requirements, past performance, and price. Technically acceptable proposal must show that the offeror can meet the requirements of the Government. Items are to be quoted FOB Destination and delivery shall be made to: USDA-ARS-MWA, 803 Iowa Avenue, Morris, MN, 56267 within 70 days of award. The following FAR provisions and clauses apply to this solicitation: 52.212-1 Instructions to Offerors- Commercial, 52.212-3 Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions including clauses incorporated by reference under section (b) (4); 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.225-1 Buy American Act-Supplies (41 U.S.C.10). The above FAR clauses may be viewed at http://www.arnet.gov Offerors shall submit a price for item on company letterhead, past performance on similar items must include a minimum of 3 references; contact name, company name, address, phone number and fax number, and include a completed copy of 52.212-3 to the Contracting Officer at the USDA-ARS, 803 Iowa Avenue, Morris, MN, 56267 by May 31, 2006 at 3:00 p.m. local time. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Offerors shall identify where the offered item meets or does not meet each of the Government?s functional and performance minimum specifications listed herein. The anticipated award date is Sept. 1, 2006. All responsible sources may submit a quotation which shall be considered by the Agency.
