Description
NASA/JSC plans to issue a Request for Proposal (RFP) for a bridge contract to The Diamond Group for continuation of services from the current contract (NAS9-01055) for 1 year plus four 3-month options. The Contractor will continue to perform class multi-state/multi-site protective services, security, emergency response, risk assessment, vulnerability analyses, innovative and strategic recommendations for security enhancements and upgrades, and badging operations for the Johnson Space Center (JSC), Ellington Field, Sonny Carter Training Facility, and White Sands Test Facility (WSTF). The contractor will continue to provide the following: 1. World class security operation with management and armed security officers who are properly cleared, trained, competent, and who enforce NASA security policies. The Security Officers man both fixed posts (perimeter entry points and specific building locations) and roving patrol duties. Roving patrols conduct frequent and random routine checks of grounds and building perimeters, as well as provide emergency response. 2. Continual assessment of the overall security operations at JSC and WSTF. 3. Trained and qualified emergency operations dispatchers at JSC who provide routine communications and dispatch for security personnel and fire protection personnel and emergency responses. The dispatchers also monitor security access control systems, security cameras, and other automated security control equipment. 4. Provide to the WSTF, emergency support to White Sands Complex and the U.S. Air Force Communication Facility per local agreement. 5. Investigation support, executive protection for VIPs and NASA senior executives, special response team support (SRT), bomb threat analysis, investigations of security violations and criminal activities, when appropriate, and building and site perimeter inspections. 6. Special event security support. 7. Clerical and administrative support for security clearance investigation checks for US citizens and foreign nationals. Maintain clearance investigation files. 8. Badging office operations that include a range of clerical and administrative support services required for NASA photo identification badges for US citizens and foreign nationals, and for temporary visitor badges. 9. Provide locksmith services. 10. Provide destruction of sensitive and classified waste materials. NASA/JSC intends to continue to purchase these services from The Diamond Group, from October 1, 2006 through September 30, 2007 with four 3-month options through September 30, 2008. The Government does not believe that competing this effort at this time is to its advantage or to industry's advantage, since the period of performance for this extension is only 1 year with four 3-month options which may or may not be exercised, and any cost savings achieved through competition would be diminished and overshadowed by costs, including phase-in costs, and time delays needed to build relationships with both the Center Operations Directorate and users of the services provided by The Diamond Group. The Diamond Group currently possesses required company security clearances which allow them to perform the requirements of this contract. This extension does not allow sufficient time for a new contractor to receive National Industrial Security Program (NISP) certification. However, NASA does intend to complete this effort in the near future potentially under a NASA multi-center procurement. No information currently exists regarding this security contract however potential offerors are reminded to continually monitor FEDBIZOPS for any future NASA announcements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 17, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
