Description
The Naval Air Systems Command has a requirement to purchase 24 ea, VHF/UHF communications diplexers for the E-2C Automatic Identification System (AIS) project. The Government intends to purchase unique diplexers on a sole source basis from North Star Scientific Corporation, 91-238 A Kalaeloa Blvd. Kapolei, HI 96707-1802. The requirement is for 24 diplexers that are a passive Radio Frequency (RF) filtering device that allows the AIS receiver to share a VHF/UHF antenna with a VHF/UHF radio. The AIS diplexer must have three input/output ports: Antenna, 162 MHz (AIS), and 30-400 MHz (VHF/UHF). The diplexer is connected between the antenna input of the AIS receiver, the antenna input of the VHF/UHF radio and the VHF/UHF antenna and does not require any other connections, such as power or control signals. The diplexer takes the full VHF and UHF frequency spectrum from the antenna input port and passes only signals in the 161-163 MHz range to the AIS output. All other frequencies are passed to the 30-400 MHz output. This is done through the use of band-pass, low-pass, and high-pass filtering. In the reverse, transmissions from the V/UHF-6 radio are passed from the 30-400 MHz port to the antenna output port and isolated from the AIS port. The diplexer must be suitable for E-2C aircraft integration and flight tested. Size, weight and fit are a factor. Only North Star Scientific AIS diplexer 06-01-001-00 meets the minimum requirements set forth herein. Delivery is required no later than 28 May 2006 in order to support aircraft deployment. This notice of intent is not a request for competitive proposals; however, responsible parties may submit a bid, proposal, or quotation within 5 days of this notice. All responses will be considered by the Agency. Note 22 applies.
