Project: Systems Engineering Support for Follow-on Effort on the GEIA 859 Handbook, and Data Management (DM) Continuous Learning Modules (CLMs) Synopsis: The Office of the Under Secretary of Defense, Acquisition, Technology and Logistics (OUSD (AT&L)) intends to procure the services of Millennium Data Management Inc. of Huntsville, AL for follow-on efforts related to the development of the GEIA 859 Handbook, and associated Data Management Continuous Learning Modules. Primary tasks will include: 1) Continue current (FY06) efforts in development of Defense Acquisition University (DAU) CLMs. Provide DM subject matter experts and support development of final presentation format. 2) Address emerging issues of concern in policy and guidance development; specifically, to discover and to adjust any gaps between current DM guidance (encapsulated in DoD-Instruction-5010.12-M) and guidance contained in ANSI/GEIA-859 and its associated handbook; 3) Provide leadership and continue to develop the DM Community of Practice and lead subject matter experts via the GEIA quarterly meetings during the period of performance. 4) Support client outreach and communication to the DOD and larger government community, through development of any training presentations and associated materials, in order to promote and assure standard, handbook, and DAU courseware understanding and use. 5) Provide support to the Enterprise Configuration Management (CM)/DM GEIA Working Group, to apply DM's Enterprise perspective into the new CM/DM paradigm and environment, to support revitalization of both disciplines and enhanced cooperation and joint performance. 6) Recommend a strategy and potential roles for incorporating DM as a support function to modeling and simulation efforts ongoing at DoD System Engineering, in ways that enhance the value and use of data. 7) Provide a set of data business rules derived from the 859 suite of documents, and addressing netcentricity and DoD enterprise transformation goals and requirements. 8) Support ongoing SE and Logistics efforts to simplify the suite of standards to support seamless full-lifecycle support, from acquisition through logistics functions. 9) Support GEIA-927 and the Standard for Exchange of Product Data (STEP)/Product Life Cycle Support (PLCS) efforts to harmonize, address data formats, exchange formats, development of ontologies and taxonomies for business functions to improve their communication, and for product and other technical data to be extended across the enterprise in consistent formats, assumptions, and use. The contractor should have extensive knowledge of, and experience with, the Government Electronics & Information Technology Association (GEIA), to include current status of the GEIA handbook and the development of associated Continuous Learning Modules. Notice of proposed contract action: The Government intends to make a Time & Materials award on a sole source basis pursuant to FAR 6.302-1, Only One Responsible Source, as a follow-on contract to NBCHP040076. This is a notice of intent and not a request for competitive proposals. However, interested persons my identify their interest and submit capability statements. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
