Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Written quotations are being requested. Quotes may be submitted on the Standard Form 18 (Request for Quotation). Small Business Standard size: NAICS 541380, Standard Size: $10,000,000 Quantity: 300 STATEMENT OF WORK FOR DNA SEQUENCING General This procurement is for automated DNA sequencing of double stranded DNA (a minimum of 250 internal transcribed spacer (ITS) sequences containing 500 to 600 base pairs) supplied by the Environmental Protection Agency (EPA). Samples will be supplied in batches of 2 to 40. The contractor shall supply EPA with a cost estimate on a per sample basis for the sequencing of the stated number of double stranded ITS sequences. The Government may exercise its unilateral right to purchase DNA sequencing for an additional 50 ITS sequences for a maximum total of 300 based upon the availability of funds. The period of performance would be from October 1, 2006 through September 30, 2007 with the option to extend the period of performance up to 6 months. Definitions PCR (polymerase chain reaction) Government Furnished Items The government will supply double stranded DNA polymerase change reaction (PCR) products for sequencing. DNA samples will be silica spin filtered to remove PCR primers, enzymes, and buffers before shipment. Contractor Furnished Items and Service. The contractor shall perform automated DNA sequencing in the forward and reverse directions (both strands). All ambiguities or discrepancies will be resolved through redundant sequencing. Automated fluorescent dye-terminator sequencing on an ABI PrismTM 3730xl sequencer or sequencer of equal quality is required. The contractor will submit a report within14 days after receipt of samples. The report will be submitted electronically and in written form. EPA will receive the following in the results report: The finished, edited consensus sequence, a restriction map of the finished sequence ! An electronic file (PC formatted) containing the finished sequences ! Electropherogram printout (hard copy) The report shall contain the methods used and results of quality control measures. The contractor is required to submit a copy of their Quality Assurance/Quality Control protocols to the EPA representative prior to commencement of the projects. A written report detailing the methods used and QA measures applied shall also be provided by the contractor. The contractor shall permit a QA audit of the laboratory and/or data entry procedures by an authorized agent of EPA at any time during the contract period (given advanced notification). The contractor shall provide the name of three organizations (companies) with phone numbers that your company has done this type of sequencing for. Lowest price technically acceptable and past performance evaluation will be used. The following provisions apply: 52.212-1 - Instruction to Offerors ?
