Description
REQUEST FOR INFORMATION (RFI) Tactical Air Navigation (TACAN). The following information is provided for planning purposes only and is subject to change. This Request for Information (RFI) does not constitute a Request for Proposal (RFP), invitation for bid (IFB), or an announcement of a solicitation. No cost data should be submitted. The Government is not committed or obligated to pay for the information submitted in response to this RFI, and no basis for claim shall arise as a result of this RFI or any contractor response to this RFI. The Department of Defense (DOD) Command, Space and Naval Warfare Systems Center (SSC) San Diego is conducting market research and planning for the potential upgrade of the AN/URN-25 TACAN system. The TACAN system consists of one or more AN/URN-25 TACAN Transponder Groups and either the OE- 273/URN Antenna Group for shipboard applications or the OE-258/URN Antenna Group for shore base applications. The TACAN system provides TACAN equipped aircraft with range, bearing, and station identification within a 300 mile radius. 1. NAVAIRSYSCOM issued Sources Sought Notice on 31 May 2005 for the potential upgrade/replacement of the AN/URN-25 Transponder Group portion of the TACAN under FSC Code 16. The final determination from the RFI was to continue working to upgrade the existing system via Engineering Change Proposals (ECP) and to continue looking for possible replacement COTS/NDE equipment. 2. SSC San Diego, Code 2334, in conjunction with NAVAIR requirements, solicits industry comments on their approach to modernize the existing AN/URN-25 Transponder Group. The approach must meet Military Specification MIL-STD-291C and FCC parts 15 and 87 compliant, and capable of successfully completing an FAA flight check. The proposed solution must address if it will meet, or will be designed to comply with, MIL-E- 16400 (shock, vibration, power, humidity, salt fog, temperature, etc), MIL-STD-1605 (shipboard electromagnetic compatibility), and MIL- STD-461 (control of electromagnetic interference characteristics of subsystems and equipment). 3. The specific goal is to upgrade the fielded AN/URN-25 TACAN systems using Commercial Off The Shelf (COTS) to the fullest extent possible. Specific components that must be reused are the Intermediate Power Amplifier, Power Amplifier, and High Voltage Power Supply assemblies. The upgrade must be designed to be implemented on-site in existing TACAN systems. 4. This announcement invites comments from industry regarding capability to meet this requirement. The Government requests that comments include information regarding the existence of GSA Schedule Contracts or other contractual vehicles that may be utilized to expedite this procurement.
