- R -- Research and Development Other Defense Engineering Development N65236-06-R-0786 Due: 16 May 2006 R - - RESEARCH AND DEVELOPMENT -- OTHER DEFENSE ENGINEERING DEVELOPMENT POC: Ms. Adreina F. Charleston intends to issue a Request for Proposal (RFP) for research, test, evaluation, certification, training and education services on a sole source basis from Oklahoma State University (OSU), 401 Whitehurst, Stillwater, OK 74078, in accordance with FAR 6.302-1. The level of expertise will generally require a team of doctorate and/or senior level Subject Matter Experts (SMEs) with a composite and detailed understanding of sensors and related technologies, Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) technical expertise, joint warfighter C4ISR requirements, technical expertise in Chemical. Biological, Radiological, Nuclear, and Explosives (CBRNE), and first responder requirements. The technical expertise, required includes the disciplines of analysis, systems engineering, integration, test and evaluation, developing certification standards, developing and delivering training and education, and the ability for rapid procurement and prototyping of a wide variety of highly advanced C4ISR and CBRNE sensor components and systems support for Special Operations Forces (SOF) Joint Programs related to C4ISR and CBRNE sensor components and systems. The key part of this contract will be coordination with the National Institute of Standards and Technology (NIST), the Department of Defense (DoD), the Department of Homeland Security (DHS), and any other appropriate standards authorities to establish formal certification standards and tests for sensors and related technologies. Certification standards will enable rapid transition of technology from the laboratory to practical, reliable solutions for the warfighters and first responders. The prospective contractor will be required to have a testing and evaluation facility dedicated to sensors and sensor-related technologies, tightly coupled with and academic environment, and free from bias toward any particular company's products or underlying technologies. Services are required for a period of one year with three one-year options to extend the term of the contract. Due to the unique skill and experience required for this effort, the procurement is being issued on a sole source basis. The government anticipates the award of an Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee type contract. The North American Industry Classification System (NAICS) Code for this action is 541710 with the size standard of 500 employees. This notice of intent is NOT A REQUEST FOR COMPETITIVE PROPOSALS.
