Description
This is a sources sought announcement to seek potential vendors that could fulfill the below requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 561210 and the Size Standard is $32,500,000. This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify capable potential small business sources for shuttle/parking services for National Institutes of Health as described below. Based on the response to this Sources Sought, the National Institutes of Health will decide if this requirement will be set aside for small businesses, for a small business program (8a, HubZone, or Service Disabled Veteran), or done through full and open competition. Below is a highlight of the current services being provided to NIH and attached is the current statement of work that is being performed. SCOPE The Office of Facilities Planning has an ongoing requirement to provide parking and shuttle services to the National Institutes of Health (NIH). The new performance based contract will include: parking services, shuttle services, and management of a parking permit program (phased-in, optional). GENERAL REQUIRMENTS 1. Shuttle Services-NIH Campus The contractor shall provide passenger buses to transport employees around the NIH campus, to several locations on Executive Boulevard and other satellite buildings, and from Mid-Pike Plaza to designated buildings at NIH from Woodmont Office Complex, vehicles for special events. These buses shall be capable of seating and transporting adult passengers comfortably with adequate air conditioning and heating systems. Each bus shall have accommodations for at least one wheelchair passenger. Buses must be in excellent operating condition equipped with two-way communication. Shuttle service is required from 6:00AM through 7:30PM on weekdays excluding Federal holidays. After hours shuttle to and from the Clinical Center to the parking lot will be 6:30 PM to 12:00 AM The Contractor shall not provide services prescribed herein on Saturday and Sundays and the following Government holidays: New Year?s Day Labor Day Martin Luther King, Jr.?s Birthday Columbus Day Presidential Inauguration Days Veterans Day Washington?s Birthday Thanksgiving Day Memorial Day Christmas Day Independence Day 2. Outpatient Shuttle Service The Contractor shall be required to provide shuttle service for the NIH patients and their family members/escorts in the Washington Metropolitan Area (within a 40 mile radius of Bethesda, Maryland). Shuttle service is required for the regional airports, Dulles International, Regan National and Baltimore Washington International Airport. The shuttle service is required at all times, even when the Government is closed due to inclement weather. 3. Parking Services Contractor shall recruit, engage, hire and supervise all employees and persons needed to operate the Parking Facilities efficiently, properly, and satisfactory. Contractor shall operate and maintain parking system to include access control, revenue collection, validation and attendant-assisted parking as necessary for: a approximately 8,400 employee parking spaces in surfaced lots and the capacity to ?stack? park an additional 1500 vehicles in surface lots and parking structures; a minimum of 700 visitor parking spaces in pay parking facilities and parking meters; provide attendant-assisted parking in eight exiting parking facilities (MLP7, MLP8, MLP9, Natcher Garage, ACRF Garage, Lot 4A, Lot 41, Lot 45B) and handicap valet parking in MLP10. 4. Management of Employee Transportation Services Office possibly as an option which would include the distribution of parking permits to employees, registering employees in the NIH Transhare Program and registering employees into the NIH Ridefinders database. Vendors can respond to the shuttle portion, parking portion, or both based on the company?s capability. Please state in your response if your company is responding to both portions or only one portion of this sources sought. IF RESPONDING ONLY TO THE SHUTTLE PORTION, THE NAICS IS 485410 WITH A SMALL BUSINESS SIZE STANDARD OF $6.5M. IF RESPONDING ONLY TO THE PARKING PORTION, THE NAICS IS 812930 WITH A SMALL BUSINESS SIZE STANDARD OF $6.5M. Responses must reference the sources sought to Sources Sought Number 263-2006-M(GO)-0108 and include the following: (1) Name and Address of the Organization, (2) The size standard and small business program (8a, Service Disabled Veteran, HubZone) status of the company as seen at listed under www.ccr.gov, (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractor?s existing literature on services provided, experience, and general capabilities (i.e. pamphlets, brochures, etc.) no longer than 15 pages in length (6) List of five references to whom similar types of services have been previously provided to include contract number, dollar value, name and phone number of customer-must be relevant to the requirement and be within the last three years of April 1, 2006. Based upon a review of the company?s capabilities, the company may be asked to hold a presentation showcasing its capabilities to NIH. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEWS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS June 6 at 1PM EST. Emailed responses are authorized, but it is up to the vendor to make certain that the email was received.
