- Lease with Option to Purchase Hydro Ax Multi-Purpose Tractor, Model 864 or equal with the following salient characteristics: ROPS/FOPS/OPS required on cab and machine; Seat belt; Weight of machine--Approximately 35,000 pounds with attachment; Lifting capacity of machin, Approximately, 16,000lbs; Engine Liquid cooled diesel with turbo charger. 250 H.P., 6 cylinder; Spark arrester. On_engine exhaust; Gauges Engine coolant temperature, engine oil pressure, hydraulic oil temperature, voltage, engine hours accumulated, engine and; Warning lights, Parking brake, engine temperature, engine oil pressure, low engine coolant, engine air filter restriction, low fuel level, high hydraulic reservoir temperature, low hydraulic oil level, and indication if machine or attachment hydraulic oil filters are by-passing; Safety shutdown system--The engine shall have a system to monitor critical limits of vital systems. Minimums required are oil pressure and engine temperature. If either reaches predetermined limits, the engine will shut down. The predetermined limits shall allow sufficient time for the engine to shut down before damage occurs; Hydrostatic drive; 65 Degree, articulated steering; half Lexan windows in cab; Fuel capacity 130 gallons; Operating and service manuals; All wheel drive; Tire chains 1 set for all tires; Maintenance and upkeep; The leasing Contractor shall also provide all maintenance, both break down and routine for this machine in a timely manner. The Contractor will be informed by Western where the machine is located and the maintenance required. It shall have all of the features normally supplied with the machine as a complete, safe functioning unit. The operator cab shall be equipped with all of the accessories normally found within the cab of a machine of this type, I.E. heater, A/ C, defrost, wiper(s) and a comfortable, adjustable seat. Lease of Brand name or equal to Tushogg 9000 Heavy Duty Land Clearing Attachment with the following salient characteristics: Must be attachable and usable with the Hydro Ax 870 or equal if an alternative equal unit is proposed; Horizontal rotating drum; The drum shall have a counter rotation feature for cleaning.; The machine, except the rotating cutters, shall be enclosed in a fabricated metal housing;The land clearing attachment shall have both fixed and rotating carbide tipped teeth. The fixed teeth shall have multiple anvil selection for desired aggression. The attachments discharge containment area shall be designed to contain the material being chipped longer to assure only small chips are discharge. The teeth shall be replaceable and easy to change; 1 extra complete set of teeth required; Cutting width of machine, Approximately 90 inches, offset cut; Tree cutting capacity--Approximately 12 inches; Shred/Mulch capacity-- Approximately 40 tons per hour; Overall width of machine--Not to exceed 108 inches; Hydraulic Power. The land clearing attachment shall be hydraulically driven from the tractor; Maintenanc and upkeep. The leasing Contractor shall also provide all maintenance, both break down and routine for this machine in a timely manner. The Contractor will be informed by Western where the machine is located and the maintenance required. Lease with Option to Purchase Brand name or equal to Fuller/Buncher Attachment for Cutting and Felling Trees with the following salient characteristics: Must be attachable and usable with the Hydro Ax 870 or equal unit if an equal unit is being proposed; 22 inch tree cutting capacity, replaceable, rotate-able carbide cutting teeth, hydraulically driven saw, powered from the prime mover; Cut trees at or near ground level; Capable of retaining trees while being cutting, moving the trees and controlling direction of fall to the front of the machine; Maintenance and upkeep. The leasing Contractor shall also provide all maintenance, both break down and routine for this machine in a timely manner. The Contractor will be informed by Western where the machine is located and the maintenance required. Delivery shall be no longer than 30 days from date of award. The solicitation is issued as a 100% small business set-aside. The solicitation will be issued electronically on or about May 02, 2006 at the following site: http://e-center.doe.gov/.
