Description
The United States Army Communications - Electronics Life Cycle Management Command (C-E LCMC) intends to award, on a sole source basis to Raytheon Company, 2501 W. University Drive, McKinney, Texas, a five (5) year, multi-year, Firm Fixed Price (FFP) contract for Horizontal Technology Integration (HTI) Second Generation Forward Looking Infrared (SGF) Block 1 A-Kits/B-Kits, Power Conditioning Units, Spare Parts, and Technical Services. The HTI SGF program entails the development and production of a com mon Forward Looking Infrared (FLIR) subassembly (known as the B-Kit) which is integrated, through the use of platform unique components (known as A-Kits), into multiple vehicular platforms such as the M1A2 System Enhancement Package Abrams tank, M1A1 Abra ms Integrated Management (AIM) tank, M2A3 Bradley Fighting Vehicle, Long Range Advance Scout Surveillance System (LRAS3), Stryker Brigade Combat Team Reconnaissance Vehicle (RV) and Fire Support Vehicle and the M707 Knight. The HTI SGF A-Kit/B-Kit provid es enhanced reconnaissance, surveillance and target acquisition capabilities used in operational environments in which stealth is essential to the safety of Warfighters. The PCU provides stable power to the M1A1 AIM tanks A-Kit, which provides a far targ et acquisition capability. The SGF Block 1 A-Kit/B-Kit and PCU are particularly effective when other systems fail due to reduced visibility from poor atmospheric conditions (e.g., rain or fog) or in the presence of obscurants (e.g., smoke or oil). Additi onally, spare parts and technical services will be obtained under the proposed contract to ensure operational units are available to meet Warfighter requirements. The basic contract, will include two one-year options. This acquisition is for 4,607 Horizo ntal Technology Integration (HTI) Second Generation Forward Looking Infrared (SGF) Block 1 A-Kits/B-Kits, 517 Power Conditioning Units (PCUs), spare parts and technical services. Raytheon is the only existing contractor capable of producing and delivering Block 1 A-Kits/B-Kits and PCUs to the Army beginning January 2008. The Government does not own the detailed data rights/drawings for the Block 1 A-Kits, B-Kit or PCU that would enable the Government to compete this effort.
