Description
(RFI) - RADIO FREQUENCY (RF) COMMUNICATIONS PRODUCTS WHICH UTILIZE REPEATER TECHNOLOGY RESPONSES DUE 26 MAY 2006 Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston is seeking information on portable radio repeaters in the VHF, UHF, 800 and 900 Mhz range that can be temporarily deployed to provide radio communications for emergency responders. SPAWARSYSCEN Charleston is only interested in products that are currently available to civilian authorities, or easily adaptable to the current emergency responder environments. Various local, state, federal government, and tribal emergency responders agencies, incident commander personnel, Emergency Operations Centers (EOCs) and area disaster/emergency response personnel will potentially use these products. Information received will be reviewed and utilized for the development of a user technology guide, with sufficient insight into the capabilities and limitations of the various solutions to enable users to select those products which best meet their needs. These documents will be disseminated to federal, state, local and tribal agencies. The information is being collected for the Department of Homeland Security (DHS), Preparedness Directorate, Office of Grants and Training (G&T). DHS G&T is responsible for enhancing the capacity of state and local jurisdictions to respond to, and mitigate the consequences of, incidents of domestic terrorism, particularly those involving Weapons of Mass Destruction, through coordinated training, equipment acquisition, technical assistance, and support for federal, state, and local exercises. DHS G&T established the System Assessment and Validation for Emergency Responders (SAVER) Program to assist emergency responders in performing their duties. The SAVER Program is supported by a network of partners and associated who perform the actual assessment and validation activities. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. By providing this information, the vendor agrees that it may be used in the production of the Portable Communications Repeaters Technology Guide and subsequently published. Specific information sought includes: 1. A brief description of the equipment/solution. 2. Potential applications and usefulness in emergency operations usually deployed in missions that include but are not limited to search and rescue, explosives, health/hazards, etc. 3. Compatibility/interoperability of the system with current radio technologies used by the emergency responder communities. 4. Cost, including unit, required accessories, and annual service contract. 5. Technical specifications and industry standards such as size, mounting, use in hazardous and harsh environments, power requirements, communications protocols, integration with logical systems, weight and operating temperature range. 6. A product or service's data sheet and operating parameters. 7. Listing of current users (with points of contact, if possible). 8. The name(s) and telephone number(s)/e-mail address(es) of the individual(s) that potential users should contact for more information. 9. Electronic copies of diagrams, drawings, and/or graphics that would assist the user in understanding the device or system. This announcement is for information gathering purposes only. The submitted information (including electronic diagrams, drawings, and graphics) shall be evaluated for inclusion in published products developed by SAVER. Determination as to an individual product's suitability will be made by SPAWARSYSCEN Charleston based on the objectives of this request. Vendor provided product information may be reformatted prior to final publication. Submittals: Respondents are REQUIRED to complete the attached (see hyper link at bottom of this notice) product summary template document (Portable_Comms_Repeaters_rfi_product_summary.doc) for each product. Please limit the responses to two pages. Respondents are welcome to provide additional information in the form of product brochures, press releases, technical specification sheets, independent assessment results, reprints of trade journal articles, etc. Electronic media are preferred (CD, diskette, internet link, or e-mail). Submissions should include pertinent information, including contact person, telephone number, fax number, company website, and e-mail address.
