- Naval Surface Warfare Center (NSWC) Crane Division plans to issue multiple purchase orders with Palomar Products, Inc., 23042 Arroyo Vista, Rancho Santa Margarita, California 92688-2604. This class synopsis will cover multiple purchase orders issued for one year to include line items for the repair, modification, or upgrade and new procurement orders for fleet spares and depot lay-ins in direct support of the P-3 aircraft. Procurements under the purchase orders will be conducted on a sole source basis in accordance with the statutory authority 10 U. S. C. 2304 (g) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Palomar Products Inc. and the duplicative cost to the Government to utilize another source to satisfy the Government?s requirements. The Government does not possess the Level III drawing package, specifications, test procedures, to allow for full and open competition. The repairs/procurements are unique! to the P-3 aircraft and must integrate precisely with existing equipment in terms of form, fit, function and compatibility.
