Description

This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 200509 and DFARs Change Notice (DCN) 20060412. Standard Industrial Classification (SIC) code is 3663 and the size standard is 750 employees. NAICS is 334220. The 412 TW, AFFTC, Edwards Air Force Base, CA, is seeking potential sources capable of providing transmitters, 10 watt, lower L-band transmitter, Quantity ten (10) Each; and 10 watt S-band transmitter, with Forward Error Correction, Quantity thirteen (13) Each. The products are in support of the B-1/B-52 Program. The equipment needs to be equal to the items listed to meet the form, fit, and function of existing systems. Specifications and capabilities are as follows: Description: - Capable of transmitting multiple Advanced Range Telemetry waveforms: ARTM Tier II (Multi-h CPM), Tier I (SOQPSK), & Tier 0 (PCM/FM) - Available in 14 cubic inch packages - 3x data capacity versus legacy transmitters up to 27.8 Mbps - Spectral mask meets or exceeds IRIG 106-04 telemetry standards - 10 watts The device will be capable of transmitting all three Advanced Range Telemetry (ARTM) waveforms including the spectrally efficient Tier II and Tier I modulation schemes. Combined with demodulators, this new flight test telemetry system will allow more efficient spectrum usage, higher data rates and a greater communication range. The device will be capable of taking full advantage of the spectrally efficient ARTM Tier I (SOQPSK) and ARTM Tier II (Multi-h CPM) waveforms, as well as the widely used ARTM Tier 0 (PCM/FM or CPFSK) waveform. The device with this ARTM Tier I waveform shall effectively use only one-half of the channel bandwidth of the Tier 0 waveform and supports data rates up to 27.8 Mbps. Transmitters submitted in response to this RFQ must be compatible with existing Nova Engineering Hypermod 14 cubic inch, 10 watt multi-mode transmitters including the Nova Engineering FEC-TPC encoding format and should be manufactured in accordance with ISO 9001 standards. Delivery time after receipt of purchase order is 16 Week. Place of delivery, performance, and acceptance is FOB Destination to Edwards AFB, CA 93524.
