Description
The Army Contracting Agency, Fort Carson, Colorado intends to negotiate a sole source purchase order with The Humane Society of the Pikes Peak Region for stray animal services. This is sole source procurement using the Simplified Acquisition Procedu res authority for Other Than Full and Open Competition FAR 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within six days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed below. Responses received will be evaluated; however, a determination by the G overnment not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with The Humane Society of the Pikes Peak Region. Requirements: (a)Upon the request of the Government, the contractor shall pick-up confined stray animals at a designated area at Fort Carson between 1400 and 1630 Monday through Friday, and between 0900 and 1100 on Saturday and Sund ay. (b) Hold impounded animals for a period of five days, to give the owner a chance to claim their animal(s). Animals not claimed after the five-day period become the property of the contractor. (c) Have the military member sign a release form when he/she comes to claim their pet so that they are aware of Fort Carson regulations regarding pet ownership. (d) On the same day a military member claims their pet the contractor shall provide the Fort Carson Veterinary Treatment Facility (via FAX) with the releas e report of the status of the animal. Responses are due COB 25 April, 2006, 4:00 p.m. (MST). Responses shall be submitted via e-mail to the following address: shariyun.alberty@carson.army.mil.
