DESCRIPTION: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation N40085-06-R-1203 is issued as a Request for Proposal (RFP) (iii) Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07 change February 2, 2006. (iv) This synopsis/solicitation is a set aside for Small Business concerns. The North American Industry Classification System (NAICS) is 238210. The Small Business size standard is $13,000,000. (v) See CLINs listed in attachment (2). (vi) Items required: WORK REQUIREMENTS: A. Earle, NJ Public Works and Railcar Siding Fuel Controller Installation ? Furnish labor and materials to install the Petro Vend card reader next to the existing dispenser. Install the Mini-utility cabinet next to the electrical panel located in the grass area. Fabricate one 30?x 36?x 24? high steel cabinet support. Anchor utility cabinet support in 4?x12?x24? sona tube concrete footings. Run electrical per NEC and NFPA30 to power the card reader and to three pulse transmitters. Install two 20 amp Square D breakers in the existing panel in spaces provided. One breaker for the Petro Vend and one for the AC and heater in the mini-utility cabinet. Download card system data from Norfolk via phone line. Phone line to be provided by NAVFAC MIDLANT. Test system and provide operators with instruction. CONTRACTOR SUPPLIED MATERIALS: (1) Each Petro Vend OE240802 fuel site controller that includes office journal printer, Petro Net communication junction box cover, Memory level 4 and card record software to accept Voyager card, download from Phoenix software, Cheryl Moore in Norfolk. (1) Each 4LM-6216-20 expanded memory for Voyager. (1) Each 161402 out door K80 FIT two hose with mag stripe reader, pedestal and LCD display. (1) Each 2 Hose pump control kit. (1) Each Cable kit (2) Veeder Root large numeral counters with five digits showing tenths and a LNC 10:1 pulse transmitter. (1) Veeder Root 10:1 pulsar kit with MI cable for existing duel dispenser. (1) Miniutility Master-AC: The air conditioned Miniutility Master-AC is large in order to accommodate an air conditioning unit and heater. The dimensions are 30? deep, (front and back) 30? high, and 36? wide (side to side). The assembly (except the air conditioner) is powder coat painted white. Included are insulated walls and door, AC plug in for equipment, a thermostatically controlled heater, and a thermostatically controlled air conditioner. B. Philadelphia Shipyard WORK REQUIREMENTS: Fuel Controller Installation ? Contractor to furnish labor and materials to remove the old Fuel Master card reader and accessory equipment. Reroute electrical as necessary to connect communication and power control wires. Install the Fuel site controller in the back office where the wiring panel and the tank level sensor is located. Install back up printer. Connect phone line that is to be supplied by NAVFAC MIDLANT. Download positive file from Norfolk and test system. Check out for correct operation. Lague utility cabinet support on the concrete floor using Hilti bolts. Run electrical per NEC and NFP A30 to power the card reader and to three pulse transmitters. Install two 20 amp Square D breakers in the existing panel in spaces provided. One breaker for the Petro Vend and one for the AC and heater in the Miniutility cabinet. Download card system data from Norfolk via phone line. Phone line to be provided by NAVFAC MIDLANT. Test system and provide operators with instruction. Included are insulated walls and door, AC plug in for equipment, a thermostatically controlled heater, and a thermostatically controlled air conditioner. ADDITIONAL REQUIREMENTS: GENERAL: All material, equipment and workmanship shall be subject to the approval of the Contracting Officer. All questions concerning any phase of the specification shall be presented to the Contracting Officer, 9724 Maryland Avenue, FSC Contracts, Norfolk, Virginia 23511-3095. Contractors are expected to inspect the work site and satisfy themselves as to the amount, character of work and conditions under which the work is to be performed prior to submitting a quote. LOCATION: Multiple locations throughout the Northeast Region. Including, but not limited to, Earle, NJ, Mechanicsburg, PA, Philadelphia, PA, Portsmouth, ME, Newport, RI, and New London, CT. The initial award will include (5) installations at (3) separate locations. Additional locations may be added by modification. BASIS FOR AWARD: Quotations received will be evaluated based on reasonableness of price and the past performance. If deemed necessary by the government, offerors may be requested to provide information concerning price and/or past projects at the time of quote evaluation. REQUIREMENTS: Contractors are to quote accordingly to ensure work is completed within a reasonable time frame. Immediately coordinate with the Contracting Officer?s representative for an exact start date for on-site work and other specific scheduling requirements. The Contracting Officer?s representative will schedule a pre-construction conference. The pre-construction conference shall be held prior to the start of work. SUBMITTALS: Submit one (1) original and three (3) copies of all submittals to the Contracting Officer prior to the beginning of work, for approval. Submit a Hazard Analysis Plan for approval for all locations. Hazard Analysis Plan must be approved prior to starting work as per paragraph 13. Work Schedule: Arrange the work to prevent any interference with the normal occurrence of Government business. All work schedules shall be submitted to and approved by the Contracting Officer. The approved work schedule shall not be changed without the prior consent of the Contracting Officer. Once the work has started, the contractor shall work continuously, if necessary, to assure that the work is completed by the established completion date. Prior To Starting Work: The Contractor shall contact Bill Foxwell, (Transportation Project Coordinator) at 444-8441, and make a pre-work inspection of the work site and report to the inspection branch, in writing, any item(s) included in the scope of work that are missing/damaged. The Contractor shall also notify the inspection branch when all work is completed. Government shall supply a data line to the location of each ?Fuel Site Controller.? Government shall provide at each site an above ground tank to hold Bio Diesel Fuel and a base pad on which the tanks are set. Space shall be provided for the contractor to mount his pump and card reader units. SUPERVISION: The contractor shall give his personal superintendent to and/or have a competent superintendent satisfactory to the Contracting Officer, on the work site at all times during progress of work with authority to act for him. SECURITY REQUIREMENTS: No employee or representative of the Contractor will be admitted to the work site unless he furnishes satisfactory proof that he/she is a citizen of the United States, or if an alien, that his residence within the United States is legal. PASSES AND BADGES: All Contractor employees shall obtain the required employee and vehicle passes from base security. Prior to the start of the contract, the Contractor shall submit to the Contracting Officer an estimate of the number of personnel expected to be utilized at any one time on the contract. The Government will issue base vehicle passes and employee badges without charge. Each employee shall wear the Government issued badge over the front of the outer clothing. When an employee leaves the Contractor?s service the employee?s pass and badge shall be returned to the Government upon completion. Passes and badges issued to the Contractor employee shall not negate the requirement for employee identification as previously stated. PROTECTION AND REPAIR: Comply with all fire prevention requirements, security rules and regulations of the activity, and provide approved means necessary for the protection of all government and private property, including contents of buildings affected directly or indirectly by the Contractors operations. All damage to Government or private property resulting directly or indirectly from the Contractor?s actions shall be corrected promptly without expense to the Government. CLEAN-UP: Remove daily all debris and other materials left over as a result of the work and shall leave the premises clean. All debris shall be removed from the limits of all Government reservations in the area. Disposal of debris shall be in accordance with all local, state and federal rules and regulations. WAGE DETERMINATION: See attachment 3. SAFETY: All work shall be performed in a safe manner in accordance with NAVFAC Manual P-307 Management of Weight and Handling Equipment, OSHA Construction Standard 29 CFR 1926, Standard 29 CFR 1910, the Army Corps of Engineers, Safety Manual EM 385-1-1, (Rev. 3rd of Dec. 1996) and the (NEC) National Electric Code. Prior to beginning work, submit to the Contracting Officer, a Hazardous Analysis Plan. The plan must receive approval by the Contracting Officer prior to beginning work. DAILY REPORT TO THE INSPECTOR: Prior to starting work, submit to the Government Inspector, a request to start work on a given date. As work is performed a daily report on NAVFAC Form 4330/34 (Rev 6-87) shall be submitted to the Government Inspector by 10:00 a.m. the following workday. The Contractor shall notify the Government Inspector prior to 8:00a.m. each workday before beginning work, and request a final inspection upon completion. OMISSIONS AND MISDESCRIPTIONS: Omissions from the drawings or specifications or the misdecription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawings and specifications. INSURANCE Within 15 days after the award of this contract, the Contractor shall furnish the Contracting Officer a Certificate of Insurance as evidence of the existence of the following insurance coverage in amounts not less than the amounts specified below in accordance with the ?INSURANCE ? WORK ON A GOVERNMENT INSTALLATION? clause. (1) The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage. (2) Comprehensive General Liability: $500,000 per occurrence. (3) Automobile Liablity: $200,000 per person $500,000 per occurrence $20,000 per occurrence for property damage (4) Workmen?s Compensation: As required by Federal and State worker?s compensation and occupational disease statues. (5) Employer?s Liability coverage: $100,000, except in states where worker?s compensation may not be written by private carriers. (6) Other as required by State law (7) The Certificate of Insurance shall provide for 30 days written notice to the Contracting Officer by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the aforementioned INSURANCE clause. (vii) See general requirements (viii) FAR 52.212-1, Instructions to Offerors, Commercial Items (Jul 2003) is incorporated herewith by reference. (ix) FAR 52.212-2, Evaluation ? Commercial Items (Jan 1999) is incorporated herewith by reference, including the tailoring added below: (a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the lowest price technically acceptable. To be technically acceptable, the offeror must meet the requirements of the statement of work and must have an acceptable record of past performance. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror?s specified expiration time, the government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) FAR 52.212-3, Offeror Representations and Certifications, Commercial Items JUN 2003) is applicable. Offeors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications, Commercial Items, with their offers. (xi) FAR 52.212-4, Contract Terms and Conditions, Commercial Items (FEB 2002) is incorporated herewith by reference. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders, Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. (xiii) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clause, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items: 52.233-3 and 52.233-4. The Contractor shall comply with the FAR clauses in this paragraph (b) that the contracting officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial items (5)(i) 52.219-6(14), 52.222-3 (15), 52.222-19 (16) 52.222-21 (17) 52.222-26 (18) 52.222-35 (19) 52.222-36 (20) 52.222-37 (23) 52.225-1 (24) (31) 52.232-33. Insurance ? Work on a Government Installation. NOTICE TO ALL BIDDERS/PROPOSAL DELIVERY: For FedEx, UPS, or other delivery services, please utilize 9324 Virginia Avenue, Building Z-140, Room 320 for delivery. Proposals mailed utilizing the U.S. Postal Service should be addressed to 9742 Maryland Avenue, Norfolk, VA 23511-3095 for delivery. All other hand-carried proposals will be received at 9324 Virginia Avenue, Building Z-140, Room 320, prior to 1400 on April 24, 2006. Due to increased security at all military installations, contractors who do not currently have a valid Contractor?s ID and Vehicle Decal issued by the Department of Defense (DOD), must allow sufficient time to obtain a one-day pass to permit entry to the base. In accordance with Naval Station security regulations all prospective visitors and contractor personnel are hereby notified that in order to obtain a one-day visitor?s pass the person must present their driver?s license and vehicle registration and/or rental car contract.
